The Upper San Gabriel Valley Water District, which serves Monrovia, is offering vouchers up to $250 for climate-appropriate plants to eligible residents to promote water-efficient gardens on a first-come, first-served basis. Applicants must reside within the Upper District to qualify. Applications, due May 15, do not guarantee a voucher. Eligible registrants may also receive a free WaterSmart Home Kit.
