March 21 at 11:42 a.m., an officers were dispatched to the 1600 block of S. Primrose regarding a male subject in his underwear. Officers arrived and made contact with the male subject, who displayed symptoms of being under the influence of a controlled substance. An investigation revealed he was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.
Grand Theft – Suspect Arrested
March 21 at 12:41 p.m., an employee at a business in the 700 block of E. Huntington reported a female subject concealing items and fleeing without paying. Officers arrived and located the female subject. She was arrested and taken into custody.
Shoplifting
March 21 at 2:57 p.m., officers were dispatched to a business in the 900 block of E. Huntington regarding a male subject who was concealing merchandise. The subject was gone prior to officers’ arrival. This investigation is continuing.
Public Intoxication – Suspect Arrested
March 22 at 2:40 a.m., while patrolling the area of Foothill and Poinsettia officers made contact with a pedestrian who appeared intoxicated. An investigation revealed the subject was intoxicated and unable to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
Municipal Code Violation – Suspect Arrested
March 23 at 12:29 a.m., an officer was patrolling the 700 block of E. Lemon when he located a male adult in the park after hours. The male had been issued multiple citations and arrested for the same violation multiple times. He was arrested and taken into custody.
Fraud
March 23 at 9:56 a.m., a resident in the 600 block of Hacienda came into the MPD lobby to report that someone forged her signature on a legal document. This investigation is continuing.
Theft
March 23 at 10:51 a.m., a loss prevention officer from a business in the 500 block of W. Huntington called to report that a subject stole merchandise and fled. This investigation is continuing.
Fire Assist
March 23 at 10:53 a.m., officers and MFD responded to a residential complex in the 1000 block of Royal Oaks regarding reports of an explosion. Officers arrived and saw that a window to an apartment was shattered and could smell gas. Residents were evacuated. One resident suffered burns and was transported to a hospital for treatment. This investigation is continuing.
Vehicle Burglary
March 23 at 2:23 p.m., a caller in the 1700 block of S. Mayflower reported that his vehicle was broken into. This investigation is continuing.
Driving Under the Influence – Suspect Arrested
March 23 at 5:29 p.m., officers were dispatched to the area of Mountain and Huntington regarding a driver swerving in and out of lanes, possibly intoxicated. Officers arrived, located the vehicle and conducted a traffic stop. Officers approached the vehicle and made contact with the driver who was displaying sings of being under the influence. A DUI investigation revealed the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.

March 23 at 6:06 p.m., a caller reported a motorist was stopped in the middle Myrtle and Central and appeared to be sleeping. Officers arrived and contacted the driver, who was heavily intoxicated. A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.
Possession of Narcotics – Suspect Arrested
March 23 at 10:16 p.m., an officer was patrolling a shopping center in the 600 block of W. Huntington when he saw a suspicious male. He made contact with the subject. An investigation revealed the subject was in possession of drug paraphernalia. The subject was arrested and taken into custody.
Municipal Code Violation – Suspect Arrested
March 24 at 1:01 a.m., while patrolling the 700 block of E. Lemon an officer located a male adult in the park after hours. The male had been issued multiple citations and arrested for the same violation multiple times. He was arrested and taken into custody.
Public Intoxication – Suspect Arrested
March 24 at 1:14 a.m., an officer was patrolling the 600 block of S. Shamrock when he heard a woman scream. He located an intoxicated woman and determine she was a danger to herself. She was arrested and taken into custody.
Grand Theft Auto
March 24 at 8:07 a.m., a resident of an apartment complex in the 200 block of W. Pomona called to report that her husband's motorcycle was stolen out of a parking structure. This investigation is continuing.
Battery
March 24 at 10:19 a.m., an officer was patrolling the 700 block of E. Huntington when he was flagged down by a person claiming he'd been battered the previous evening. He had visible injuries. This investigation is continuing.
Suspicious Circumstance
March 24 at 10:29 a.m., a resident in the 100 block of E. Evergreen called to report that it appeared one of the windows of her vehicle had been shot. Officers responded and found that a bullet had broken the vehicle's window. This investigation is continuing.
Warrant Arrest / Drug Activity – Suspect Arrested
March 24 at 9:39 p.m., a caller reported a subject at the 600 block of E. Foothill possibly under the influence. Officers arrived and located a subject with a controlled substance next to him. A computer check revealed he had warrants for his arrest. He was arrested and taken into custody.
Mental Evaluation
March 25 at 1:09 a.m., officers were patrolling the area of Duarte and California when they noticed a suspicious subject in the area and made contact with him. The officers determined that the subject was a danger to himself. He was transported to a medical facility for a mental evaluation.
Battery
March 25 at 6:44 a.m., a resident in the 500 block of W. El Norte called to report that he and his renter got into an argument and the renter punched him. There were conflicting statements and no injuries. This investigation is continuing.
Warrant Arrest – Suspect Arrested
March 25 at 7:31 a.m., a business in the 1600 block of S. Myrtle called to report a subject acting erratically and possibly armed with a weapon. Officers arrived and made contact with the subject. A computer search revealed he had several warrants for his arrest. He was arrested and taken into custody.

March 25 at 8:23 a.m., a business in the 3300 block of S. Peck called to report that material were stolen. This investigation is continuing.
Drug Activity – Suspect Arrested
March 25 at 8:46 a.m., a resident in the 400 block of Hurstview called to report that an unknown subject was on her property acting erratically. Officers arrived and made contact with the subject, who was found to be in possession of drug paraphernalia. He was arrested, cited, and released at the scene.
Residential Burglary
March 25 at 6:35 p.m., officers were dispatched to the 200 block of Terrace View regarding forced entry into the caller son’s home while he is away. Officers arrived and located a broken window. It is unknown exactly what was taken. This investigation is continuing.

March 26 at 12:46 a.m., an officer was patrolling the 700 block of E. Lemon noticed a subject sleeping in a park after hours. He was arrested, cited, and released at the scene.

March 26 at 6:56 a.m., a resident in the 100 block of W. Walnut called to report that his van was stolen some time overnight. Officers responded and checked the area. This investigation is continuing.

March 26 at 10:33 a.m., an officer was on patrol in the 700 block of W. Chestnut when he was flagged down regarding a suspicious person at a business nearby. The officer contacted the subject, who was found to be in possession of drug paraphernalia. The subject was issued a citation on the scene.

March 26 at 11:19 a.m., officers were dispatched to the 1100 block of S. Shamrock regarding multiple subjects loitering on the steps of a business. Officers arrived and made contact with the subjects. An investigation revealed one of the subjects was in possession of drug paraphernalia and the other had a warrant for his arrest. One of the subjects was arrested, cited and released at the scene. The other subject was arrested and taken into custody.

March 26 at 12:27 p.m., officers were dispatched140 E Palm to a report of a disturbing subject at a church in the 100 block of E. Palm who was trying to steal from the thrift shop. Officers arrived and determined the subject was a known local transient. She had a prior felony warrant, and was arrested, booked, and housed.
Missing Person
March 26 at 7:43 p.m., a resident in the 500 block of W. Duarte reported her adult daughter missing. She was entered as a missing person. This investigation is continuing.
Grand Theft Auto Recovery
March 26 at 11:36 p.m., an officer was alerted to a stolen vehicle in the area of Peck and Wyland. The officer checked the area and located the vehicle. This investigation is continuing.
Possession – Suspect Arrested
March 27 at 1:36 a.m., officers conducted a traffic stop for a traffic violation in the area of Huntington and Mountain. When they contacted the driver, they noticed two large containers of drug paraphernalia inside the vehicle. The subject was arrested and taken into custody.
Battery
March 27 at 11:07 a.m., a pedestrian in the 800 block of W. Foothill called to report that he and another person got into a physical altercation with one another during a road rage incident. Both parties suffered minor injuries and neither wanted prosecution.
Mental Evaluation
March 27 at 10:50 p.m., a male subject was banging on the MPD lobby doors after hours. Officers made contact with the subject and determined he was a danger to himself. He was transported to a medical facility for a mental evaluation.

Easter Service in Library Park Moved to Church - Rain
Because of predicted rain, Calvary Chapel Monrovia, which was planning to hold its Sunday Easter service in Library Park, has changed the location to its church building (corner of Myrtle and Cherry) at its regular Sunday times, 8, 9:30, and 11:30 a.m.
The church will also hold a Good Friday service at the church on Friday, March 29 at 5 p.m.

Coffee Is a Quick Learner, Goofball - And Adorable, Too!
Happy-go-lucky Coffee is an adorable six-month-old pit bull mix puppy sure to make every day start with a smile!
This smart guy is ready to move to the head of a training class - he is an expert on numerous training cues, and he learns new things very quickly. He is eager to please and loves a treat- great motivators for additional training!
Coffee has spent some time in a foster home and got along well with the other dog in the home. He is very sociable with people of all ages, too. In fact, he seems to thrive on attention!
He recently got to have an adventure with the Pasadena Humane mobile outreach team at an adoption event. He loves going on walks, splashing in puddles and being a lovable goofball.

Daughter of Monrovia's Pottenger Sanatorium Dies at Age 94
Margaret Pottenger, 94, the daughter of the founder of the Monrovia's historic Pottenger Sanatorium, died March 12 of this year in Tustin, California. Margaret Pottenger was the daughter of Francis M. Pottenger, whose sanatorium, now gone, treated tuberculosis patients in north Monrovia. Details.

Kingdom of Caid Tournament in Recreation Park
The Kingdom of Caid, of the Society for Creative Anachronism, is holding its "Martial Consort’s Champion for Her Majesty Mercedes Eirnyardóttir," today (Saturday), at Recreation Park. The Barony of Angels, which includes Monrovia, is hosting the event.
Participants told me the society was founded in Berkeley, California, as an outgrowth of a themed birthday party. The party-goers had so much fun they just kept it going, and now it's a worldwide organization. The focus is on recreating the Middle Ages, but, as one participant told me, the Middle Ages "as we would like them to be." In other words, with flush toilets.

March 14 at 7:58 a.m., a vehicle burglary was reported in the 900 block of S. Primrose. The caller reported that sometime during the night, someone broke into his work truck and stole tools. This investigation is continuing.

March 14 at 10:37 a.m., a resident in the 300 block of Linwood walked into the MPD lobby to report check fraud. An unknown suspect intercepted the victim's check, changed the payee information and cashed it. This investigation is continuing.
Non-Injury Traffic Collision
March 14 at 1:17 p.m., a caller in the 1600 block of S. Magnolia reported the railroad crossing arms fell on his vehicle. No injuries were reported.
Hit and Run Traffic Collision
March 14 at 3:19 p.m., a hit and run traffic collision was reported in the 100 block of W. Duarte. The victim was struck by a vehicle and the driver of the suspect vehicle did not stay to exchange all information. This investigation is continuing.

March 14 at 5:31 p.m., an employee from a business in the 1600 block of S. Mountain reported that a male subject took merchandise and fled the store without paying. He returned to the store while officers were at the scene, he was positively identified by the employee. He was arrested and taken into custody.

March 14 at 8:42 p.m., officers were dispatched to a residence in the 100 block of E. Evergreen regarding a family fight. Several brothers and sisters engaged in mutual combat after an argument. Injuries were minor and all parties declined prosecution.

March 15 at 8:43 a.m., officers responded to a traffic collision in the area of Ivy and Maple. The driver at fault was issued a citation and released in the field.

March 15 at 9:50 a.m., a caller in the 700 block of W. Chestnut called to advise that a male subject had locked himself in the restroom for two hours and was refusing to walk out. Officers arrived and made contact with the subject who eventually walked out of the restroom. An investigation revealed he was a danger to himself and other. He was transported to a medical facility for a mental evaluation.

March 15 at 1:54 p.m., a shoplifting was reported in the 800 block of W. Huntington. The caller reported a female subject took merchandise and fled without paying. Officers located the subject and a computer check revealed she had a no bail warrant for her arrest and was positively identified as the one who stole from the business. She was arrested and taken into custody.

March 15 at 2:35 p.m., a caller walked into the MPD lobby to report that while she was in line at a business in the 700 block of E. Huntington she discovered her wallet was missing. An investigation revealed that the victim dropped her wallet while standing in line, the person behind her picked it up and did not return it. This investigation is continuing.

March 15 at 6:41 p.m., a caller 307 Valle Vista reported witnessing a neighbor's license plate being stolen. This investigation is continuing.

March 16 at 3:47 a.m., an officer was patrolling 742 E. Lemon Recreation Park when he saw a local transient camping out within park boundaries after-hours. The suspect was arrested for a municipal code violation and booked.

March 16 at 10:27 a.m., a caller in the 200 block of E. Lemon reported tools from the bed of his truck and his tailgate had been stolen. This investigation is continuing.

March 16 at 11:48 a.m., an employee from a business in the 900 block of W. Duarte called to report that a male paid with counterfeit money. This investigation is continuing.

March 17 at 8:17 p.m., residents in the 100 block of N. Sunset reported hearing several gunshots. Officers arrived and were unable to locate a suspect. This investigation is continuing.

March 19 at 4:07 p.m., while patrolling the 1400 block of S. Myrtle an officer saw a vehicle commit a traffic violation. The driver provided false identification to the officer and when his identity was discovered he was determined to have several warrants. One of the passengers was found to be in possession of drug paraphernalia. The other passenger was in possession of large amounts of uncashed checks and other persons’ identification information. They were all arrested and taken into custody.

Battery – Suspect Arrested
March 20 at 2:54 p.m., a battery was reported in the 1100 block of S. Fifth. Officers arrived and made contact with the subjects involved in the physical altercation. An investigation revealed both subjects desired to place the other party under citizens’ arrest. Both subjects were arrested and taken into custody.

March 20 at 3:40 p.m., a resident in the 200 block of W. Pomona called to report that a package was stolen. This investigation is continuing.

Shy Kelce Needs Quiet Home to Blossom
Kelce is a shy and sensitive husky who is in search of a quiet home that will allow him to blossom into the wonderful dog that we know he can be. While initially he can be unsure of new people and places, Kelce quickly warms up and becomes a wiggly puppy!
Kelce is a little over one year old and likely close to full grown at fifty pounds. He has made a lot of close friends with volunteers and staff at Pasadena Humane, so his forever family will get an instant BFF!
He recently got to go out on a field trip with some volunteers. They reported that he had a great day out- playing fetch in the yard, going for walks and getting tons of attention. He loves chasing toys but hasn’t quite grasped the “bring it back” idea. He does well in the car, enjoys getting pets and appears to be house trained.
Handsome and adorable Kelce is a diamond in the rough. Once you get past his shy exterior, you’ll find the gentle heart and loving personality that we get to see all the time!

A Moment in Monrovia History: The Carnegie Library
The new library opened January 27, 1908 and was replaced in 1956. "Mr. Carnegie's liberal offer of ten thousand dollars for the library building, inspired an active and harmonious civic spirit that aroused the voting public to the advisability of securing this central location for a city hall and park. Over one hundred and seventy-five merchants and other prominent citizens joined in the publication of an appeal to the public, urging support of the bonds. The ladies of the Saturday Afternoon Club did yeoman service among the voters, and served luncheon on election day in one of the rooms of the Granite Bank Building. Among the prominent ones engaged were Mesdames A. H. Johnson, E. S. Armstrong, F. D. Hammond, C. H. Anson, M. W. Cole, George O. Monroe, C. E. Slosson, 1. N. Wheeler, 1. M. Banks and K. E. Lawrence. Both bond issues carried by overwhelming majorities, and the evening after the election, the civic battlers celebrated at the Grand View Hotel with an oyster supper where oratorical felicitations flowed freely." Monrovia Man Charged With Drug Trafficking in Maine
A 40-year-old Monrovia, California, man, Jose Verdugo, is facing felony drug trafficking charges in Maine after a sting operation led to the seizure of over a pound of methamphetamine, 446 Oxycodone pills, and 30 grams of fentanyl in the town of Caribou. The months-long investigation involved a controlled purchase of fentanyl by the Maine Drug Enforcement Agency. Verdugo's bail is set at $30,000. Details.

March 8 at 6:39 p.m., a resident in the 800 block of W. Walnut reported her teenage daughter had just runaway after being told she could not go out. Officers searched for the teenager, and located her. She was returned home.

March 8 at 10:57 p.m., a resident in the 300 block of N. Encinitas reported a mountain lion sitting on the sidewalk near his home. When officers arrived, the mountain lion was gone.

March 9 at 10:39 a.m., an officer patrolling the area of Olive and Ivy saw a vehicle in violation of a vehicle code and a traffic stop was conducted. An investigation revealed the driver was in possession of brass knuckles. He was arrested and taken into custody.

March 9 at 2:33 p.m., a resident in the 500 block of Hacienda called to report that his residence was burglarized. This investigation is continuing.

March 9 at 9:53 p.m., an employee from a retail business in the 600 block of W. Huntington reported a shoplifting in progress. Officers arrived as the suspect was fleeing the business. Officers followed and the suspect surrendered. The suspect was arrested and taken into custody.
Mental Evaluation
March 10 at 9:22 a.m. residents in the area of California and Monrovista called to report a female screaming standing outside of a parked car. Officers arrived and made contact with the female subject who was yelling incoherently. An investigation revealed she stopped her vehicle on a set of active railroad tracks while a train was coming. The officers determined the woman was a danger to herself and others and she was transported to a medical facility for a mental evaluation.

March 10 at 3:00 p.m. a caller in the 200 block of W. Evergreen reported two subjects attempting to gain access to a residence. Officers arrived and located two suspects inside the residence. The suspects were arrested and taken into custody.

March 11 at 11:37 p.m., an officer was extra patrolling a park in the 700 block of E. Lemon when he saw a subject camping after hours. The subject had been warned numerous times and refused to leave. He was arrested, issued a citation, and released.

March 12 at 6:05 a.m., an officer was flagged down by a witness in the 600 block of S. Myrtle who said a male subject was knocking over trash cans and had possibly broken the front door to a restaurant. Officers arrived and located the subject who was positively identified by the witness. He was arrested and taken into custody.
Vandalism
March 12 at 7:01 a.m., a business in the 700 block of S. Myrtle reported a window was shattered. Officers responded to the scene and determined it was connected to a vandalism that was reported earlier in the morning. This investigation is continuing.

March 12 at 10:33 a.m., residents in the 100 block of E. Scenic called to report seeing a male subject force a female subject into the back seat of a vehicle. Officers responded to the area, located the suspect vehicle, and initiated a traffic stop. He was arrested and taken into custody.

Dinner at Chronic Tacos
For dinner got a small burrito at Chronic Tacos, on the Myrtle side of the Vons shopping center, for $7.50 plus another 50 cents for carne asada. Also, got a beer for the happy hour price of $2.99, except I didn’t pay anything because the beer machine wasn’t working so they gave me a canned beer instead for free. Very generous. And the burrito was great.

Water District Offering Plant Vouchers
The Upper San Gabriel Valley Water District, which serves Monrovia, is offering vouchers up to $250 for climate-appropriate plants to eligible residents to promote water-efficient gardens on a first-come, first-served basis. Applicants must reside within the Upper District to qualify. Applications, due May 15, do not guarantee a voucher. Eligible registrants may also receive a free WaterSmart Home Kit. Michie - Special Cat for Special Person
Michie is a special cat who is looking for a special person. This sweet 4-year-old girl has tested positively for FELV and FIV.
Although FeLV and FIV infections can be associated with clinical disease, some infected cats can live for many years with a good quality of life. Michie is otherwise healthy, so with good care and guidance from your vet, she has a lot of life to live ahead of her.
Michie is gentle and loving - she purrs whenever she sees her friends at Pasadena Humane and nuzzles them for attention. She loves pets and treats. She especially loves to combine human attention and a meal- she's a social eater!
Due to her medical condition, Michie may need to be the only cat in the household. Her friends at Pasadena Humane will be happy to answer any questions you might have about this wonderful cat and how to care for her.

Monrovia School District Receives Two Awards for Its Video Productions
Monrovia School District received two awards from the California School Public Relations Association (CalSPRA) for outstanding in-house video productions during the 2023-24 school year. The videos, "Back-to-School Safe Driving Tips: Keeping Our Students Safe" and "Inspiring Students: The Impact of Teachers at Monrovia High School," earned an Award of Excellence and an Award of Merit, respectively. School District May Need To Cut $Millions in Expenditures Beginning in 2024-25 Fiscal Year

~ Consider approving a resolution that while the district will be able to meet its financial obligations for the current (2023-24) fiscal year (details), BUT due to declining enrollment will likely have to cut millions of dollars starting in fiscal 2024-25. At this meeting the board will consider a resolution saying it "will implement at least $3,640,000 in expenditure reductions in 2024-25 and $2,547,203 reductions in 2025-26" The staff report adds that, "In order to remain fiscally solvent, the District must identify ways to increase revenue and decrease expenditures..." (details).
