Monrovia Groundwater at 'Critically Low Level'; Christmas Tree Lighting; Construction Company Repentant; Etc.
A preview of what one of the trail-entry signs will look like for the soon-to-be-fully-opened Hillside Wilderness Area.
In his weekly report ( https://goo.gl/zTUiOE ), City Manager Oliver Chi reported that ...
~ "Groundwater levels in the Main San Gabriel Basin are at such a critically low level that no matter how much rain we receive, we will not be able to restore the Basin to a safe level without purchasing imported water." The water district will have to import water to increase groundwater levels. This means the water district will "consider implementing a special assessment."
~ Christmas tree lighting on Thursday, Dec. 1, followed by the Holiday Parade, which will have an historic theme. The Monrovia Historic Preservation Group will be the grand marshall.
~ The company that did work on the house at 209 W. Scenic Ave. without proper permits has apologized, was fined $2,000, and will bring its plans to the Historic Preservation Commission for review.
~ There will be a town-hall style meeting at 6:30 p.m. on Oct. 27 at the Monrovia Community Center to discuss ballot propositions. Topics: Proposition 57 (early parole / early criminal release), 62 (death penalty repeal), 64 (recreational marijuana use legalization), & 66 (death penalty process changes to speed up executions)
~ There will be a Native Garden Plant Sale on Nov. 12, from 9 a.m. to 3 p.m. in Library Park. Also, the Public Works Division will provide a series of waterwise gardening presentations. Questions? Call Community Services at 256-8246.

First Bears, Now Bobcats
Jeff Schmidt writes on Facebook this morning about a bobcat:
"Last night (this morning) around 2am a bobcat attacked our bunnies on our front porch on the 100 block of N. Canyon. It dragged the large, locked, wheeled cage across the porch and one of the three bunnies had its head stuck between the bars. Other than the trauma and some blood near its mouth they all appear ok. The bobcat was sitting on our neighbors lawn watching us free the bunny and then walked south, unaffected by my aggressive moves toward scaring it away. This is the first run-in we've had in 3+ years. Scary to see a bobcat this far south."

Bears vs People - Who Was First?
Whenever there is an unpleasant encounter with wildlife - especially bears - I've noticed that some people say that we should get used to it because, basically the bears were here first, but ... that is apparently not exactly the case for the black bears we have in our hillside area.
I asked Bob Dollins, who gives nature tours and serves as a volunteer ranger at Monrovia Canyon Park about the arrival of the black bears. He writes back that:
"Yes, all the black bears we now see in the Angeles National Forest and San Bernardino National Forest are descendants from a group of 'problem bears' from Yosemite National Park that were trapped back in the early 1930s and released here."
And he sends this KCET article about the arrival of the black bears: https://goo.gl/XfvGSl

Monrovia Woman Reports Being Chased by Bear
Monrovian Julie Libra writes on Facebook that she encountered an aggressive bear this morning:
"OK I'm done with that cinnamon bear. This is my third encounter this week with him. He fought with my Akita four nights ago..came back two nights later... I threw firecrackers at him from a 3 foot distance and he just stared at me he's fearless he doesn't care. Well just now on my morning run I crossed the Norumbega bridge by the wash and there he was. I acted big and Yelled GET BEAR! He just stared me down like he did the last two nights and then start coming towards me. I yelled again and he kept coming I turned and started walking away and thought no don't do that act being so I turn back towards him and told him to go... he started coming faster.. so I took off running across the bridge and he chased me.
"I was knocking trash cans as I ran trying to block him from me and a woman came out of her house and said come inside she could hear me screaming.! The two-men that we're down in the wash said they've never seen anything like it .They said they heard me screaming and-all they saw was me running across the bridge and the bear chasing me. Fishing game and the police are up here right now. That bear needs to go I'm done."

Is Monrovia Vulnerable to Fraud, Waste and Mismanagement?
The Los Angeles Times is reporting ( https://goo.gl/CV8TTt ) that Monrovia, along with five other California cities, are being kept under close watch by the California state auditor as being "vulnerable" to "fraud, waste and mismanagement." The story said the auditors looked at "key financial indicators" such as "a city's ability to respond to financial emergencies, pay short-term debts and meet its pension obligations."
Comment: Note that the article says "vulnerable," not "guilty of".
Update: Mayor Tom Adams responds - "[U]nfortunately the Times missed the part where the State finished their audit and basically let us off the list. Once again, Journalistic Integrity fail to tell the whole story."
Update 2: Chris Ziegler provides a link to the auditor's letter to the city: https://goo.gl/j4VE8T

Monrovia Police Department Gets Traffic-Safety Grant
Monrovia Police Department has been awarded a $72,000 grant from the California Office of Traffic Safety (OTS) for a year-long program of special enforcements and public awareness efforts to prevent traffic related deaths and injuries. Monrovia Police Department will use the funding as part of the city's ongoing commitment to keep our roadways safe and improve the quality of life through both enforcement and education.
"Our goal is to maintain Monrovia's status of having zero traffic related fatalities," says Lieutenant Robert Wilken, Traffic Safety Coordinator for the Monrovia Police Department.
After falling to a ten year low in 2010, the number of persons killed has climbed nearly 17% across the state with 3,176 killed in 2015 according to the National Highway Traffic Safety Administration. Particularly alarming is the six year rise in pedestrian and bicycle fatalities, along with the growing dangers of distracting technologies, and the emergence of drug-impaired driving as a major problem. This grant funding will provide opportunities to combat these and other devastating problems such as drunk driving, speeding and crashes at intersections.
"Years of research tell us that enforcement and education work best jointly to combat unsafe driving," said OTS Director Rhonda Craft. "This grant brings both tactics together, with the Office of Traffic Safety and the Monrovia Police Department working in concert to help keep the streets and highways safe across Monrovia and the state." Activities that the grant will fund include:
⢠Educational presentations ⢠DUI checkpoints ⢠DUI saturation patrols ⢠Bicycle and pedestrian safety enforcement ⢠Distracted driving enforcement ⢠Seat belt and child safety seat enforcement ⢠Speed, red light, and stop sign enforcement ⢠Warrant service operations targeting multiple DUI offenders ⢠Compilation of DUI "Hot Sheets," identifying worst-of-the-worst DUI offenders ⢠Specialized DUI and drugged driving training such as Standardized Field Sobriety Testing (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), and Drug Recognition Evaluator (DRE) ⢠Court "sting" operations to cite individuals driving from DUI court after ignoring their license suspension or revocation ⢠Stakeout operations to observe the "worst-of-the-worst" repeat DUI offender probationers with suspended or revoked driver licenses
Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
