The Monrovia election is Tuesday, April 14 (tomorrow, as I write this) and the polls will be open from 7 a.m. to 8 p.m. Your polling place is in a red box on the back of your sample ballot. If you've misplaced it, go to www.lavote.net/locator and type in your address.
You get one choice for mayor (duh) but two choices for city council members as there are two open seats.
