Police Chief Hunt: Proposition 47 'Terrible' for Monrovia Merchants

Let's say you (foolishly) leave your iPad on the front seat of your car, forget to lock the door, and go shopping. You come out, see someone making off with your iPad and call the Monrovia Police. They catch the guy. Hooray! But what happens next?

A ticket. The thief gets a citation, and he may be ticketed right on the spot and released, though he may be brought in for fingerprinting and identification. But at the end of the day the suspect walks out the door with a misdemeanor citation.

Monrovia Police Chief James Hunt told me why.

With the passage of Proposition 47, which Hunt strongly opposed (see here: http://goo.gl/dETaoI ) many felonies were turned into misdemeanors, including many types of theft.

Previously, he said, if a person stole something worth more than $500, it was a felony, or if he entered a business - for example - with the intent of stealing, regardless of the value of the item, it was a felony. Now, as long as the value of the item is under $950, it's a misdemeanor and it doesn't matter if the criminal has been doing it all day long all over town and has 100 prior arrests for the same crime, it's still a misdemeanor.

And even if the suspect is convicted in court, Hunt said, the likelihood of him spending time in jail is extremely low since there is little room in the jails for misdemeanor offenders.

The effect of the law, he said, was almost immediate. Just after it passed, he said, police stopped crimes and were told by the thieves, "You can't arrest me for a misdemeanor."

"Why break in to steal something when you can just grab it and run out the door?" Hunt said. The worst you face if you get caught is a misdemeanor charge.

"For our merchants," he said, "it's terrible."

All businesses are affected, he added, but the large retailers like Home Depot, Kohl's and supermarkets (where thieves like to grab alcohol) are hit hardest.

Hunt is also concerned that...

~ People serving jail time for felonies are petitioning to be released early since their crimes are now misdemeanors.

~ Probation terms are not applied for misdemeanors, and with some felonies being reclassified as misedmeanors, probation terms will not apply.

~ Possession of drugs, even date-rape drugs, is now just a ticketing offense.

Monrovia Police Tip: Don’t Fill Your Vehicle With Presents for Thieves!

It only takes a few seconds for thieves to break into your vehicle and steal your valuables.

It only takes a few seconds to remove your valuables and secure your vehicle.

Don't Be a Victim!

Auto-burglary prevention starts by limiting the criminal's opportunity to commit the crime and can be accomplished with very little time and effort. Criminals are looking for something to steal - don't supply the valuables. Leaving your valuables in your vehicle instantly makes your car a target for thieves.

Take a few seconds to prevent auto-burglary!

The Origin of Pink Christmas Flamingos on Monrovia's North Alta Vista

A letter from MonroviaNow reader Anna Marie Hetman.

I noticed your compliment in MonroviaNow ( http://goo.gl/E8aSEM ) regarding the flamingos and lights on North Alta Vista. I'd like to tell "the rest of the story", stealing a line from Paul Harvey, so you have the background.

Several years ago my husband, Tom Hetman, and I returned from seeing the lights at Hastings Ranch. Tom was telling our neighbor, Tony Hunt, about the light displays on various streets. Tony suggested we should do a street theme. As the two of them discussed it Tony came up with the idea of pink flamingos with Santa hats. Why? Because no one else has done it. Tom had a friend at work make a prototype that Tony painted. Unfortunately before being able to present the idea to the neighbors Tony developed cancer, and after giving it his best he passed away the summer of 2003.

Every year Tom put up that flamingo in Tony's honor. A couple of years ago when we had the high winds our flamingo took flight. We surmise it broke into pieces and the city crew must have picked it up with the debris.

As autumn of 2013 came Tom started wondering about what we were going to do without a flamingo in honor of Tony. Tom decided it was time, ten years after Tony's passing, to make his idea come to life. He talked with our neighbor, Sherm Jaffee. Sherm, who does a lot of wood work, drew out and painted a flamingo. We invited our neighbors over one Saturday morning and presented the idea. We were not expecting the enthusiastic response that was shown. We were also not prepared for how it touched Tony's wife, Carol, and daughters, Chris and Heather.

The flamingo had to come from the same template and be pink; otherwise it was open to each family's creativity. If you take the time to look at each flamingo they are unique. Neighbor, Nancy Matthews, really built up momentum with her encouragement and ideas. Some neighbors had painting parties. Occasionally we would see a neighbor carrying the template to another neighbor to cut out.

It was fun to watch each individual flamingo go up. Tom and I were out of state for a couple of weeks, and Nancy sent reports as to how many had gone up. When we arrived home and saw the lit up flamingos it was truly amazing to see Tony's idea come to life.

The night of judging the neighbors came over, brought food and drink while we awaited the judges arrival. Nancy and Cindy had the idea of luminaries to tie the street together. Along with some of the neighbors we must have had over a hundred luminaries lining the street when the judges came.

One of the lovely things we experienced as a result of Tony's flamingos was getting to know neighbors better. Although this has always been a great neighborhood, with wonderful neighbors, it definitely brought us together with a common activity. And now, the flamingos are spreading. Several neighbors between Foothill and Hillcrest are sporting their own unique take on Tony's flamingos.

You probably are wondering why Tom felt it was necessary to make the flamingos happen in honor of Tony. Well, there are many stories to tell about Tony, but probably bottom line was his role as a homeowner mentor to Tom. Whenever there was a question Tony was right there to help. Tony truly epitomized what it was to be a neighbor. Now, many neighbors did not know Tony, but it was only right that his being a "neighbor" should blossom into the neighborliness this project has developed.

Thank you for letting me tell you about Tony's flamingos.

Merry Christmas,

Anna Marie Hetman

Also, Nancy Matthews has sent along a 12-slide PowerPoint presentation showing how to make your own giant flamingo. She said the neighborhood made the slide show "in response to the numerous requests we have received from others (as far as Sierra Madre) who want to make their own super-size flamingo. We are happy to help others." Here it is: Make a Pink Flamingo

Monrovia Rotary Holding 'Santa Clothes' Event Sunday

This Sunday, Dec. 14, Rotary Club of Monrovia will hold its third annual Santa Clothes event at the Monrovia Kohl's store, from 8 a.m. to noon. The club will take 50 4-to-12-year-old shopping for school clothing, shoes, backpacks, alarm clocks, and - new this year - one small toy. The children are chosen from the client families of Santa Anita Family Services. These are families in crisis and unfortunately, these may be the only Christmas presents some of these children will receive.

Sylvia Domotor, chair for the Santa Clothes event adds: "To make it more fun for the kids, we send the children shopping with Interact (Monrovia High School Rotary Club) students - 'cause adults ain't cool! Each child is allowed $125 in purchases ... and we expect them to use every penny! Gold Line 80% Done; Art Tiles About Ready to Install at Monrovia Station

Cha-Rie Tang discusses the tiles that will be installed at the Monrovia station.

The Metro Gold Line Foothill Extension Construction Authority reports that the historically-inspired tiles for the Monrovia Metro station should be ready to be installed at the Monrovia station in early 2015, as will the art for all the new Gold Line stations.

The 11.5-mile Foothill Gold Line from Pasadena to Azusa is now more than 80% complete. All 28 miles of light rail track are now installed; all 14 at-grade crossings are complete; and the project’s 24 bridge structures are finished. Last month, the final traction power substation was installed and all ten substations are being prepared for service. These substations convert the electricity provided by the local utility company into the type needed to power the Overhead Catenary System, which then delivers power to the trains.

Monrovia Public Works Director Out - Is It About Halloween Costumes?

Public Works Director Carl Hassel is no longer working for Monrovia.

Yesterday I got an email from an anonymous and quite upset person who said he (or she - I don't know which) is a city employee. This person said Hassel has been let go because he "did not encourage Public Works Staff to compete in the City staff Halloween Costume Contest".

This is a personnel issue and by law the city is very limited in what it can say, but still I checked and confirmed that Hassel is no longer working for the city and Community Services Director Tina Cherry is now, as my anonymous source said, the acting public works director.

Here is what Human Resources and Risk Management Division Manager Danielle Tellez wrote back:
Mr. Hassel is no longer employed by the City of Monrovia as the Public Works Director effective Monday, December 8, 2014.

Ms. Tina Cherry was appointed to an interim position of Acting Public Works Director effective Tuesday, December 9, 2014. In the interim, all public works projects are proceeding without interruption. There will be no disruption in public services.

City staff was notified first thing the morning of Tuesday, December 9, 2014 of the staffing change. As you acknowledged below [in my email], this is a personnel matter and the City cannot comment on the reasons for separation.
UPDATE: City Manager Oliver Chi denies that a Halloween party had anything to do with it: http://goo.gl/Tvbytt

Gold Line Construction Authority Now Testing Track

The test train that rolled in to Monrovia yesterday will continue on today from California Avenue in Monrovia to the San Gabriel River Bridge in Irwindale.

Over the next two weeks, the test train will be used to test clearances at stations and with the Overhead Catenary System (OCS), wheel/rail interface, rail switches, and more. This phase of testing will also include live wire testing of the OCS system within the segment of the line where power is now energized.

"This is just the beginning of several months of testing ahead that will ultimately test every aspect of the light rail line and its safety and communications systems," said Foothill Gold Line Construction Authority CEO Habib Balian. "We will continue testing from now until substantial completion next September, when we will be turning the line over to Metro for pre-revenue service."

Opinion: Why Cloverleaf Is Vital for the Monrovia Hillside Wilderness Preserve

In a previous post ( http://goo.gl/sX3x5z ) I gave my thoughts on the gate that accesses the Monrovia Hillside Wilderness Preserve from Ridgeside Drive, and a reader asked for an update on the Cloverleaf entrance to the area. I want to answer that question and two more questions that haven't been asked, so ...

1. What is happening with the Cloverleaf entry point?
2. What am I missing back in those hills?
3. Why is the Cloverleaf entry point so important?

What is happening with the Cloverleaf entry point?

The Cloverleaf entry point is not open because it needs a right-of-way from private property owners. On October 27 of this year ( http://goo.gl/ctqLh2 ) I was told that the city had completed its appraisal and was ready to meet with the property owners.

A few days ago (Nov. 25) I got an update from Director of Community Services Tina Cherry, who wrote:
"We have contact[ed] one of the property owners to discuss our next step; however, they will not be available to discuss until the first of the year. We will continue to do our best to reach out to the second owner and move this forward."
I believe Cherry is trying to get this done, but I am disappointed that this discussion will not begin until the first of next year.

What am I missing back in those hills?

Well, the other day I took these pictures on the road going down toward the Cloverleaf exit. A very pretty area and I am anxious to for others to enjoy it as well.

The problem is that at the bottom of the road you encounter this patriotic but very locked gate, and are faced with the dilemma of violating someone's property rights or going all the way back the way you came.

Why is the Cloverleaf entry point so important?

The Hillside Wilderness Preserve cannot really be enjoyed by most people unless Cloverleaf is opened. Consider this map (and please forgive my poor graphics skills).

Suppose you began a hike or bike ride at the corner of Myrtle and Hillcrest, at the big blue dot. Following the blue line I've marked out, you walk up Hillcrest, onto Canyon, then Ridgecrest, then take what looks like a driveway to get to the Wilderness Preserve gate (the red bar), which you climb over and continue up, up, up to a point just before it says "New Trail." Congrats! You've made it to the top, and from your starting point you have climbed about 710 vertical feet (if my map reading is correct), plus a few miles horizontally.

Now you head down, taking the zig-zag New Trail to avoid crossing private property. Down, down, down, down. About 600 vertical feet down to the Cloverleaf gate. Plus some more mileage.

Whew! You are almost back at your starting point. You've had a great hike today and are glad you are almost done.

But no!

The Cloverleaf gate (the other red bar) is closed, locked, and you will either violate private property if you climb it or squeeze through, or you will have to keep following the blue line and climb all the way back up and circle back the way you came.

It would be so much easier if you could just continue on the purple line to get back to your starting point.

Hopefully sometime very soon.

Lunch at the Taqueria el Diablo

Lunch at the new Taqueria el Diablo at the corner of Myrtle and Olive. Got two chorizo tacos at $1.50 each and a medium horchata for $2.75. I wasn't brave enough to try the beef cheek, beef tongue, snouts, or intestines, but the chorizo tacos were excellent.

Opinion: Monrovia, Please Reopen the Gate to the Hillside Preserve!

The public access gate off of Ridgeside Drive to Monrovia's Hillside Wilderness Preserve (map: http://goo.gl/PNzQYT ), which has been open most of this year, has now been locked tight, but is still officially open - Hikers can climb over the gate and bicyclists can lift their bikes over the gate or lay them down and shove them under the gate.

I asked Director of Community Services Tina Cherry why the Ridgeside gate has been locked. She responded:
"A few of the residents near Ridgeside voiced their concerns about seeing motor bikes in the Hillside. As you know unauthorized motor vehicles of any kind are not allowed and our Park Rangers patrol the Hillside twice a day, every day. The area is still open and accessible. Until the new gate can be installed, we wanted to give the area residents peace of mind that no unauthorized vehicles will be accessing the area.

"As for the new gate," she added, "we want the location to be reviewed and approved by adjacent property owners. We hope to reach an agreement in the coming weeks and install the gate, shortly thereafter."
And in response to a later question she added this:
"The thought was that pedal-power bikes can be lifted over the gate or slid under the gate; whereas someone may have more difficulty with a motorized bike. The future gate will have a separate pedestrian access, where if someone wanted to walk a bike through they could. Keeping out all unauthorized vehicles is a challenge and we are trying our best to find a balance between allowing approved access and restricting unapproved access."
It seemed that if the city wanted to exclude motorized bikes, there should be a sign at the gate prohibiting them. I looked and didn't see one, so I asked if it wouldn't be a good idea to just post a notice that motorized vehicles are not allowed.

Cherry said there is a sign. She wrote:
"Our hope would be that the signs are enough to eliminate any unlawful activity; however, that has not been the case. The attached picture shows a sign at Ridgeside where we have referenced no unauthorized vehicles, including the Municipal Code. I can see how additional clarification regarding motorized vehicles could be helpful. We will take time to review this a bit more."
Here is the picture:

I have blown up the part of the picture that shows the prohibition against unauthorized vehicles.

Yes, I completely agree that this sign could use additional clarification. I imagine one reason the sign hasn't eliminated unlawful activity is because it is unclear. I find it difficult to imagine why someone riding a little electric- or gas-assist bike would suppose this rule - illustrated by what is clearly an automobile - referred to him or her.

I'm glad that, as Cherry says, this decision will be reviewed, because I think the gate should be reopened even while the city is planning a new gate. To lock a gate to an area the public should have easy access to because someone - who may have had no clue he or she was violating the law - rode a motor-assisted bicycle up the trail seems very unfair. I think that once the prohibition is clearly posted, then the solution should be to give warnings or tickets to those who violate the law, which should not be hard since, as she mentioned, the Park Rangers "patrol the Hillside twice a day, every day."

To most people a locked gate means "keep out" or "closed," and that is the wrong message to send to people who are approaching an area that is in fact open, and which they are entitled to enter, and which they have been waiting something like 15 years for reasonable access to, and which they have been paying for through their taxes for year after year.

I don't want to be overly critical because I know the city has made some effort to open this area, but I think closing this gate was the wrong move.

Some history: Monrovians approved a bond measure something like 15 years ago to purchase this area as an open-to-the-public preserve, but both ends of this trail have been locked shut until January of this year, at which time a new gate was installed at the Ridgeside entrance and the old gate behind it was left open ( http://goo.gl/K5IGAk ). Then, recently, the new gate was removed but the old gate remained open enough so hikers and bicyclists, but not cars, could still walk or ride through ( http://goo.gl/zeccIn ). Now both ends of the trail are again locked shut. The gate at the other end of the trail, at the end of Cloverleaf Drive, has never been opened.
