Where is the Monrovia Time Capsule Hidden?

Where is the mysterious Monrovia time capsule hidden? It was buried in 1909 and is supposed to be at the now-being-reconstructed wishing well at the southeast corner of Library Park. http://goo.gl/kIAt41
