Would Plastic Bag Ban Affect Monrovia's Foothill Unity Center?

Citrus College Reinstating Nursing Assistant Program

Citrus College, which serves Monrovia, is reinstating its nursing assistant program this fall. There will be a mandatory information meeting at Citrus on Monday, June 2 from 10 a.m. to noon for those interested in the program. The meeting will be held at Louis E. Lunch at T Burgers, just east of Magnolia on the south side of Foothill. I got the tostada salad, for $7.99, and an iced tea for $1.89. It's pretty big, with a lot of chicken, avocado, tomato, cheese, and beans. That, and you can pretend you're eating healthy because it's a salad. Yummy!

Monrovia Police: Illegal Shoe Swap; Burglaries, Alcohol and Marijuana

[Monrovia Police activities from the Police Department's Neighborhood Watch Report for May 26-28. - Brad Haugaard]

During the last seven-day period, the Police Department handled 423 service events, resulting in 84 investigations.

Public Intoxication – Suspect Arrested
On May 26 at 7:15 p.m., an officer was dispatched to a residence in the 100 block of West Cypress in reference to a public assist. Upon arrival, the officer saw a male subject in the alley that immediately entered the residence. The reporting party is the resident at the location and she called the police to report her ex-boyfriend as an unwanted guest who was causing a disturbance. The officer contacted the subject and determined he was intoxicated. The subject was arrested for public intoxication and taken into custody.

Vehicle Burglary
May 27 at 2:15 p.m., a vehicle burglary was reported at a business parking lot in the 900 block of West Huntington. An unknown suspect(s) punched the driver's door lock to enter the vehicle. A laptop and two purses were taken, along with a set of keys to the vehicle. The investigation is continuing.

Drug Activity / Possession of Marijuana – Suspect Arrested
May 27 at 4:44 p.m., officers responded to a business in the 500 block of West Huntington regarding a subject trying to sell marijuana to an employee. Officers arrived and detained two subjects; one of them was in possession of several baggies of marijuana. The subject was arrested and cited to appear in court on the charge of possession of marijuana.

Commercial Burglary – Suspects Arrested
May 27 at 5:56 p.m., loss prevention from a business in the 500 block of West Huntington called police to report two suspects in the store attempting to steel a pair of shoes. The suspects exited the store with the shoes and were detained by a store loss prevention officer. The suspects had entered the store, and one of the suspects put the shoes on and left his old shoes in the box. The other suspect gave him a tool to cut off the tags. Then both suspects left the store without paying. Officers arrived and the suspects were arrested and taken into custody.

Vehicle Burglary
May 28 at 8:34 a.m., a vehicle burglary was reported in the 200 block of Grand. The victim reported that a window on her vehicle was smashed during the night and her vehicle had been ransacked. She parked the vehicle on the street. A bag of clothing had been taken and the content of the glove box was strewn about the vehicle. The investigation is continuing.

Vehicle Burglary
May 28 at 9:52 a.m., a vehicle burglary was reported in the 800 block of West Walnut. The victim parked and locked the vehicle on the street. Sometime during the night, unknown suspect(s) entered and ransacked the vehicle. The vehicle insurance and registration were stolen from the glove box. The victim found a sharp tool with a handle outside the car, possibly used to make entry. The investigation is continuing.

Stolen Vehicle and Stolen License Plate Recovered
May 28 at 11:16 a.m., a resident in the 500 block of West Foothill called police to report a vehicle that had been parked in a visitor parking space for several weeks. An officer responded and ran the license plate. The vehicle had been reported stolen to Pomona Police Department on May 3. The officer saw another rear license plate inside the vehicle and ran that plate. It returned as stolen out of Azusa. The vehicle and license plate were recovered. The appropriate agencies were notified of the recovery.

Residential Burglary
May 28 at 10:17 p.m., an officer went to a residence in the 300 block of West Hillcrest on the report of a residential burglary. The suspect entered the residence through an unlocked bedroom window of the property. The victim's handgun, passport and vehicle keys were taken from the home. The suspect then took the victim's vehicle from the driveway. The victim's vehicle was recovered later in the city of Los Angeles. The victim's passport and firearm were not recovered. The investigation is continuing.

Following are the weekend’s highlighted issues and events.

Bear Incident
On May 22 at 5:30 p.m., a small bear was discovered on the roof of an apartment complex near Foothill and Mountain. The Department of Fish and Wildlife was requested, but prior to their arrival, the bear fled back into the foothills.

Driving Under the Influence / Traffic Collision – Suspect Arrested
On May 22 at 10:20 p.m., a traffic collision was reported at Shamrock and Huntington. A driver was looking at his cellular phone while driving and struck a vehicle in front of him. Officers responded and determined he was also driving under the influence. The driver was arrested.

Driving Under the Influence / Traffic Collision – Suspect Arrested
On May 23 at 2:48 a.m., a traffic collision was reported in the 300 block of West Huntington. A driver was backing out of a parking stall after leaving a bar. In the process, she backed into a vehicle. Officers responded and determined she had been driving while under the influence. The driver was arrested.

Sexual Battery
On May 23, 2014, at 8:00 a.m., a female victim was walking in the area of Huntington and Canyon in the city of Monrovia. A lone male suspect approached the victim from behind. The suspect wrapped his right arm around the victim’s waist and with his left hand, grabbed her buttocks. The suspect said, “Hey baby,” as he assaulted the victim. When the victim screamed for help, the suspect fled north on Canyon out of view. The suspect is described as a male Hispanic, 19 to 21 years of age, 5’06” tall, 140 pounds, with short brown hair and brown eyes. Commercial Robbery
On May 23 at 9:01 p.m., police responded to a robbery at a business in the 300 block of West Huntington. Two suspects entered the business at closing. One of the suspects approached an employee and displayed a handgun. The suspects ordered the employees into the office. Then they ordered the victims to the ground and tied them up with zip ties. The suspects emptied out a cabinet containing cell phones and fled the location.

Suspect number one is described as a male Hispanic, approximately 6'0" tall, 200 pounds, wearing a black hat, black hooded sweatshirt, black shorts, black socks, and black shoes. Suspect number two is described as a male Hispanic wearing a gray long- sleeved sweater, blue jeans, and a gray hat with a Batman logo. The vehicle was described as a white, 4-door Honda. The investigation is continuing.

Residential Burglary
On May 25 at 12:50 p.m., a resident in the 100 block of West Hillcrest called to report her home had been burglarized. She left her residence for an hour to attend a funeral. When she returned home, she discovered her rear door was forced open. She looked inside and saw the house had been ransacked. The victim called police and officers responded to check the interior of the location. No suspects were located. Jewelry was taken from the location. The investigation is continuing.

Monrovia Assembly Member's Truancy Bill Progresses

A bill by Assembly member Chris Holden to help school districts and counties collect and evaluate information on California's truancy crisis has been approved in the Assembly. Holden represents Monrovia. AB 1672 requires local School Attendance Review Boards to report student enrollment, absence and truancy rates, referrals to the district attorney and whether or not the student is doing better.

Monrovia Police Looking for Sex Assault Suspect

On May 23, 2014, at 8:00 a.m., a female victim was walking in the area of Huntington and Canyon in the city of Monrovia. A lone male suspect approached the victim from behind.

The suspect wrapped his right arm around the victim's waist and with his left hand, grabbed her buttocks. The suspect said, "Hey baby," as he assaulted the victim. When the victim screamed for help, the suspect fled north on Canyon out of view.

The suspect is described as a male Hispanic, 19 to 21 years of age, 5'06" tall, 140 pounds, with short brown hair and brown eyes.

The Monrovia Police Department is seeking help from the public in identifying this suspect. Anyone with information about this incident or the identity of this suspect, please contact the Monrovia Police Department: 256-8000.

Monrovia Club Donates for Kids | Assembly Approves Holden Bills

~ Club Cure, of Monrovia High, has donated $150 to Children's Hospital of Los Angeles and $150 to Make a Wish Foundation.

~ Two bills by Monrovia's Assemblyman, Chris Holden, have been approved by the Assembly. AB 1586, approved 52-23, would move unemployed Californians to the front of the hiring line by requiring certain state contractors to give priority to workers who are receiving unemployment benefits or to workers who have exhausted unemployment benefits. AB 1921, approved 55-15, requires contractors doing business with the state in excess of $25,000 to provide records on how that money is being spent.

Monrovia Assembly Member's Grease Law Passes Assembly

A bill by Assembly member Chris Holden to combat the growing problem of kitchen grease theft has passed by unanimous vote in the Assembly and now heads to the Senate. Holden represents Monrovia.

"Restaurants are finding that their used kitchen grease is a hot commodity that has sparked grease wars in a battle over who can cash in on the 'liquid gold' that is then converted into biodiesel fuel," explained Assemblymember Holden. "This bill closes a loophole in enforcement code that will make it easier to stop the bad players."

According to the California Department of Food and Agriculture, a typical fast-food restaurant produces 150-250 pounds of grease a week and a fully loaded pumper truck could bring in as much as $900 at a recycling center. Thieves often strike in the night and syphon off the used grease and sell it on the black market.

AB 1566 gives law enforcement the tools they need to stop modern-day oil rustlers by beefing up requirements for licensed haulers, increasing the penalties for stealing grease and allowing law enforcement to impound vehicles for up to 15 days.

About 3 billion pounds of used oil is produced in the U.S. each year. Biodiesel is a product of vegetable oil or animal fat mixed with alcohol that can be turned into usable engine fuel or added to regular diesel.

War Amputee Soccer Demonstration at Monrovia's Library Park

International Full Gospel Fellowship / Restored Life Fellowship (i.e., the church at Primrose and Palm) will hold a summer kick-off on June 1, 2-5 p.m. with a party in Library Park. There will a special soccer demonstration by young people who had limbs amputated, as shown in the movie "Blood Diamond." Also, live music with The Johnnies, taco truck, games, free car wash. The National Weather Service is predicting the possibility of a "severe thunderstorm" (one-inch hail and gusts to 60 mph) in effect until about 4:15 p.m. today for northeast LA County. During the last seven-day period, the Police Department handled 368 service events, resulting in 70 investigations.

Stolen Vehicle Recovered
April 19 at 1:25 p.m., a resident in the 800 block of Wildrose called police to report a white truck parked in front of his house. The dash board of the truck was on his front lawn. An officer responded and ran the license plate of the vehicle, which returned as a reported stolen out of El Monte on May 17. The vehicle was recovered.

Vehicle Burglary
May 19 at 8:03 p.m., a witness phoned police to report two adult male subjects that drove into a parking lot in the 700 block of East Lemon in a red sports car type vehicle. The subjects stopped, exited their car and shattered the window of a parked car. They appeared to be removing something from the vehicle and then they fled. Police responded and an area search was conducted, but the suspects were not located. The investigation is continuing.

Commercial Burglary – Suspect Arrested
On May 19 at 8:07 p.m., loss prevention personnel at a business in the 1600 block of South Mountain called police to report a shoplifter in custody. They observed the male subject select two drills and place them into a cart. The subject left the cart in the garden department with one of the drills still in it. He went to the check out area and paid for the second drill, and then left the store. He returned a short time later and retrieved the drill he had left in the cart. He then proceeded to the check out area. He told employees he had already purchased the drill and showed them the original receipt. He left the store with the drill and was stopped outside by loss prevention. An officer responded and arrested the suspect.

Stolen Vehicle
On May 20 at 12:14 a.m., a worker at a business in the 1400 block of South Myrtle Avenue flagged down an officer to report his vehicle had been stolen from the business parking lot during his shift. An area search was made, but the vehicle and suspect were not located. The investigation is continuing.

Theft From a Vehicle 
On May 20 at 2:29 p.m., a theft from vehicle was reported in the 400 block of Patterson Drive. The victim is unsure if he locked his vehicle or not. Miscellaneous items were taken. The investigation is continuing.

Grand Theft Person
On May 20 at 5:30 p.m., two subjects, one light skinned wearing a gray muscle shirt and one dark skinned wearing a red and yellow hat, approached the victim in the 900 block of West Duarte. They asked the victim for directions and then grabbed the victim’s skateboard out of his hands. The suspects ran west on Duarte Road and out of sight. The investigation is continuing.

Commercial Burglary / Grand Theft
On May 21 at 6:11 a.m., an officer was dispatched to a business in the 1600 block of South California regarding a grand theft. He spoke with the project manager at the location, who told him someone broke into the equipment boxes during the night and stole a large amount of construction tools. The investigation is continuing.

Vehicle Burglaries
On May 21 at 5:35 p.m., an officer responded to a business in the 200 block of West Duarte Road on the report of two vehicle burglaries. Two vehicles were broken into while the victim’s were inside a gym working out. The investigation is continuing.

Commercial Burglary
On May 22 at 1:30 a.m., a customer at a gas station heard glass breaking at a nearby business in the 700 block of West Huntington. She looked in the direction of the business and saw what she thought were shadows of men inside, so she called the police. When the officers arrived, they saw two male subjects in dark clothing exit the store and run across a field along the 210 Freeway. The front window of the business had been shattered. Containment of the area was established, but the suspects were not apprehended. The loss from inside the business was a small amount of cash from a tip jar. The investigation is continuing.

Monrovia Police Cracking Down on Drivers Without Seat Belts

The Monrovia Police Department wants to remind motorists to Click It or Ticket. In order to enforce this reminder, beginning Monday, May 19th, officers will be joining in the 2014 national seat belt enforcement mobilization and cracking down on motorists who are not belted.

Even with a seat belt usage rate of 97.4 percent, California still has 800,000 or more who aren't buckling up. In a crash, they stand a 50 percent greater chance of being killed than those who have taken the two seconds to buckle in. In an ongoing effort to reach those remaining safety holdouts, police, sheriff and the California Highway Patrol (CHP) departments across the state will be taking part in Click It or Ticket from May 19 through June 1.

"Memorial Day weekend kicks off summer vacation season, and we want to ensure that everyone arrives at their destination safe and sound," said Sergeant Daniel Verna. "If you are not wearing your seat belt, you will be ticketed."

According to new data released from the Department of Transportation's National Highway Traffic Safety Administration (NHTSA), fatalities are up nationwide for the first time in five years. In 2012, 10,335 people who were killed in motor vehicle crashes were not wearing their seat belts. NHTSA data also details how more traffic vehicle deaths occur at night. In 2012, 61 percent of passenger vehicle occupants killed during the nighttime hours of 6:00 p.m. - 5:59 a.m. were not wearing their seat belts.

"Wearing a seat belt is one of the easiest and best things you can do to protect yourself in the event of a car crash," said Rhonda Craft, Director of the California Office of Traffic Safety. "Taking a few moments to properly secure yourself and all your passengers before going on your way could mean the difference between life and death."

The cost for a seat belt violation in California for unbuckled vehicle occupants over age 16 is a minimum of $161 for a first offense. The penalty fees for failing to properly buckle up any child under the age of 16 is a minimum of $490 per child for a first offense, plus a violation point will be added to the driver's record. If the parent is not in the car, the driver gets the ticket. Monrovia City Council Overturns Plastic Bag Ban

In a topsy-turvy moment, the Monrovia City Council tonight overturned the plastic carry-out bag ban that it approved at its previous meeting.

It happened like this: The motion that was passed last time came up for a confirmation vote this evening, a process called "second reading" that is usually routine, but in this case two council members were missing, Councilman Larry Spicer and Councilman Alexander Blackburn, both of whom, along with Mayor Mary Ann Lutz, voted to pass the measure at the previous meeting. So, with Spicer and Blackburn missing, Councilman Tom Adams made a motion to reject the plastic bag ban, Councilwoman Becky Shevlin seconded the motion, and the motion carried, with Mayor Lutz voting in opposition. Several people spoke in opposition to the bag ban, and Mayor Lutz said she thought those in opposition were "orchestrated" and that the council should vote on the matter when all five members were present.

Following are the weekend’s highlighted issues and events.

Vehicle Code Violations – Suspects Cited
On May 16 at 7:50 a.m., an officer observed two male subjects riding bicycles southbound on Myrtle. He saw them commit several vehicle code violations. The officer attempted to stop them, but they split up and kept riding. Officers were called to assist with the stop and both suspects were detained. A pair of bolt cutters was found near one of the suspects. There was nothing to connect the suspects to the bolt cutters and both suspects were cited for the vehicle code infractions and released. The bolt cutters were seized.

Bicycle Thefts – One Suspect Arrested
On May 16 at 8:50 a.m., officers responded to a business in the 400 block of West Huntington regarding the theft of two bicycles. The officer reviewed video of the bicycle thefts and recognized the suspects from the traffic stop earlier, see above incident. The officers were assisted by the West San Gabriel Valley Anti-Crime Task Force. The task force went to the suspects’ address in Baldwin Park that was listed on the citations. They located one of the suspects and approximately 40 bicycles in various stages of being dismantled. The task force seized the bicycles and arrested the suspect. Further investigation revealed the suspects had already sold the stolen bicycles they had taken from the business in Monrovia. The investigation is continuing.

Driving Under the Influence of Alcohol – Suspect Arrested
On May 16 at 10:44 p.m., an officer was on patrol at Duarte Road and Enterprise Way when he saw a vehicle traveling at night without headlights. The officer stopped the vehicle and determined the driver was intoxicated. Field sobriety tests were conducted and the driver was arrested.

Driving Under the Influence of Alcohol – Suspect Arrested
On May 17 at 3:00 a.m., an officer observed a vehicle make an illegal turn in the area of Myrtle and Longden. The officer stopped the vehicle and determined the driver had been drinking. Field sobriety tests were conducted and the driver was arrested for driving under the influence of alcohol.Driving Under the Influence of Alcohol – Suspect Arrested On May 17 at 11:30 p.m., an officer observed a black Ford Focus traveling south on Mountain without headlights. He stopped the vehicle and noticed the driver was intoxicated. Field sobriety tests were conducted and the driver was arrested for driving under the influence of alcohol.

Vandalism
On May 18 at 5:00 p.m., an officer was dispatched to the 800 block of West Duarte regarding a report of vandalism. The victim reported that her vehicle was spray painted with gang graffiti. The front of the property was also spray painted with graffiti on the sidewalk. The investigation is continuing.

Theft From a Vehicle
On May 18 at 11:04 a.m., a theft from a vehicle was reported in the 400 block of Monrovista. The victim left two purses and a backpack in her vehicle. The vehicle was left unlocked and one of the windows was down. The investigation is continuing.

Driving Under the Influence of Alcohol – Suspect Arrested
On May 18 at 8:09 p.m., dispatch received a call reporting a possible drunk driver in the 200 block of West Foothill. The reporting party followed the vehicle until officers arrived. Officers observed the vehicle attempting to park. They contacted the driver and conducted field sobriety tests. The subject was determined to be under the influence of alcohol and was arrested for driving under the influence and taken into custody.

Commercial Burglary – Suspects Arrested
On May 18 at 8:31 p.m., dispatch received a call from a business in the 500 block of West Huntington reporting two adults in custody for theft. Officers responded and spoke with the suspects. The suspects entered the store with their two-year-old child in a stroller. They proceeded to conceal merchandise inside the stroller and then left without paying. They admitted planning this before they entered. The suspects were arrested.

Commercial Burglary
On May 18 at 8:53 p.m., an alarm activation was received from a business in the 2600 block of California. Dispatch also received a call from an employee on scene that reported the door to the location had been pried open. Officers responded and cleared the building. Employee cubicles had been ransacked and several laptops had been taken from the individual cubicles. The investigation is continuing.

Two Thousand Monrovia Customers Lose Power

Southern California Edison reports that 2,094 Monrovia customers have been affected by a power outage that began about 4:49 PM today. Eddison reports it is "analyzing problem."

UPDATE: SCE is estimating power will be on for most customers by 8 p.m. 

UPDATE 2: We got our power back on for about 30 seconds at 6:52 p.m. 

UPDATE 3: A lot of lights are back on, but 543 customers still affected and no new fix-time estimate.

Lunch at Cafe Lori. It's on Lime just east of Myrtle, tucked in next to the north-side exit for the Krikorian theater. A simple menu of Mediterranean food. I got a chicken shish kebab ($10.50) and an iced tea for $1.50. (They have a smaller chicken lunch for $6.50 but I was hungry.) Very nicely seasoned. I liked it very much.

More Doubts About Proposed Recreation Area in Mountains Behind Monrovia, Other Foothill Cities

In a 5-0 vote, the Monrovia City Council recently asked to be excluded from a proposed National Recreation Area for the mountains behind Monrovia and other foothill cities. Music Scholarship

The Ruggieri Scholarship Committee, an outgrowth of the Monrovia-based San Gabriel Valley Choral Company, which practices at Monrovia's First Presbyterian Church, will award a $250 college scholarship to a Southern California vocal musician in June. This award was established to honor Alexander Ruggieri - conductor, composer, vocalist and artistic director of the company. The award will go to a student who is a vocal musician; will be a college undergraduate student in the fall of 2014; is majoring or is planning to major in music; and lives in and/or attends school in Southern California. Following are the weekend’s highlighted issues and events.

Medical Assist / Warrant – One Suspect Arrested
May 12 at 8:42 a.m., Monrovia police and fire personnel responded to a hotel in the 900 block of West Huntington on the report of a subject having a seizure in one of the hotel rooms. It was determined that the subject had overdosed. He was taken to a hospital for treatment. Several friends of the subject were present in the hotel room and were identified; one of subject was found to have a warrant and was arrested.

Violation of a Court Order – Suspect Arrested
May 12 at 9:57 a.m., an officer was on patrol in the area of Mayflower and Alta Vista when he observed a subject on a bicycle he recognized. The subject had a restraining order prohibiting him from the area. The officer detained the subject, as he was only 30 yards away from the protected person's residence. The officer confirmed the restraining order and arrested the subject.

Vehicle Burglary
May 13 at 6:34 a.m., a vehicle burglary was reported at a business in the 700 block of East Huntington. An Unknown suspect smashed the window of a vehicle parked in the business parking lot. Two purses that were left in the vehicle were taken. The investigation is continuing.

Medical Assist
May 13 at 8:13 a.m., police received a call reporting a driver in a vehicle at Myrtle and Huntington was possibly having a heart attack. Responding officers arrived on scene quickly and checked the subject for a pulse, but did not find one. Officers applied an automated external defibrillator (AED). A shock was advised and delivered. A pulse was obtained. Monrovia Fire Department paramedics arrived and rendered aid to the subject. He was taken to a hospital for further treatment and was released later that day.

Commercial Burglary
May 13 at 11:47 a.m., a burglary was reported at a business in the 400 block of South Myrtle. The reporting party returned to the business in the morning and found the front door was unlocked. She noticed items were missing. There was an instructor at the business on Sunday, but it is unknown if door was left unlocked. There were no signs of forced entry. The investigation is continuing.

Grand Theft From a Vehicle
May 13 at 11:58 a.m., an officer was dispatched to the police lobby on the report of a grand theft from a vehicle. The victim had parked his unlocked vehicle at the corner of Palm and Ivy in the evening. He returned to his vehicle the next day and found that his Titanium road bike was missing. The victim does not remember if he locked the vehicle. There were no signs of forced entry. The investigation is continuing.

Vehicle Burglary
May 13 at 5:17 p.m., a vehicle burglary was reported at a business in the 700 block of East Huntington. The victim parked her vehicle in the parking lot and went into the gym to work out. When she returned to her vehicle, she found the front passenger window smashed. A gym bag with clothing in it was taken. The investigation is continuing.

Residential Burglary / Conspiracy / Weapons Offense – Four Suspects Arrested
May 14 at 3:11 a.m., and officer was on patrol in the area of Magnolia and Huntington when he stopped a motorist for a modified exhaust violation. When the officer approached the vehicle, he smelled the odor of marijuana and observed metal knuckles on the rear floor board. The officer requested additional officers to assist and removed the four occupants from the vehicle. One of the occupants had a large hunting knife concealed in his pocket. Further investigation revealed unopened mail and electronics inside of the vehicle. The mail belonged to a victim who lives in the 500 block of North Alta Vista. The burglary had occurred minutes before the officer detained the suspects. The suspects were arrested and taken into custody. One of the suspects admitted to the burglary.

Vandalism
May 14 at 8:02 a.m., a business in the 1800 block of South California reported that someone wrote graffiti on the front door of the business sometime during the night. The graffiti was written on the front door of the business in black marker. The investigation is continuing.

Residential Burglary – Suspect Arrested
May 15 at 3:39 a.m., an officer was dispatched to a residence in the 200 block of Norumbega regarding a burglary. The victim had just been released from police custody. When he returned home, he observed an acquaintance inside of his residence. The victim yelled at the suspect and he ran out of the back door holding the victim's cell phone charger. An officer responded and found the suspect one block away from the location. The suspect claimed he found the cell phone charger. Further investigation revealed the suspect knew the victim was arrested earlier and did not expect him to be released from custody yet. Fresh pry marks were located on the victim's back door. The suspect was arrested.

Monrovia Police: Sleeping on the Roof; Green Dot Scam; Drugs and Alcohol

Following are the weekend’s highlighted issues and events.

Commercial Burglary
On May 8 at 11:05 a.m., a commercial burglary was reported at a business in the 100 block of South Myrtle. The reporting party left the location in the evening at about 11:30 p.m. She returned at 7:42 a.m. and found the interior of the business had been sprayed with a fire extinguisher. A flat screen television and computer equipment had been taken. The investigation is continuing.

Under the Influence of a Controlled Substance – Suspect Arrested
May 8 at 10:03 p.m., a business in the 1600 block of South Myrtle called police to report a suspicious male subject loitering in front of the business. The employees were afraid the subject might be preparing to rob the business. An officer arrived and contacted the individual. The subject was determined to be under the influence of a controlled substance. He was arrested and taken into custody.

Suspicious Circumstances
May 8 at 11:32 p.m., police received a call reporting a suspicious male subject seen on the roof of a business. Officers responded and found a service ladder that accessed the roof. The Foothill Air Support helicopter was requested and advised that there were two subjects on the roof that appeared to be sleeping. Officers went onto the roof and located two local transients. They had several items on the roof and appeared to be using the roof as a shelter. Officers advised them that they could not be on the roof of the business. Attempts were made to identify and locate the owner of the business in order to obtain a no-trespass order and to secure the service ladder.

Green Dot Credit Card Scam
On May 9 at 12:20 p.m., a resident that lives in the 300 block of Norumbega called police to report a phone scam. An unknown suspect called the victim and claimed to be a Captain with the Las Vegas Police Department. He claimed the victim's son was in custody and told the victim they needed to purchase sixteen $500 Green Dot Reloadit Credit Cards to secure his son's release. The victim did not secure the credit cards and called the police. There was no loss in this incident.

Driving Under the Influence / No-Bail Warrant – Suspects Arrested
On May 9 at 6:49 p.m., a disturbance was reported at a business in the 400 block of West Foothill. The suspects left in their vehicle prior to officers arriving, but the vehicle was seen approaching the 210 Freeway. An officer stopped the vehicle and, through investigation, determined the driver was driving under the influence of alcohol. The passenger had a no-bail warrant for his arrest. Both suspects were taken into custody.

Driving Under the Influence Traffic Collision – Suspect Arrested
On May 9 at 9:36 p.m., a female subject was driving east on Foothill when the driver lost control and struck two parked vehicles. The front wheel came off the vehicle, but the driver continued on into the driveway of a condominium complex. She then struck two buildings with her vehicle, causing damage to the garages. Officers arrived and determined the driver was driving while under the influence. She was arrested and taken into custody.

Under the Influence of a Controlled Substance – Suspect Arrested
May 10 at 9:40 p.m., an officer was dispatched to the 400 block of Heather Heights on the report of a subject in dark clothing, possibly looking into vehicles. Officers arrived and saw a subject, matching the description, who claimed to be homeless. The officers determined the subject was under the influence of a controlled substance and he was arrested.

Possession of Methamphetamine / Possession of Drug Paraphernalia / Possession of a Fixed-Blade Weapon
On May 11 at 11:56 p.m., an officer responded to the area of an elementary School in the 200 block of Jasmine. A male subject was seen jumping the locked chain-link fence, exiting the school. An officer arrived and located a male transient near the school. The subject was running toward him. When the subject saw the officer, he put his hands in the air and tossed a baggie of methamphetamine and a glass pipe onto the nearby front lawn of a residence. The officer detained the subject and, while conducting a pat-down search for weapons, discovered an easily accessible fixed-blade knife in the subject’s back pocket, which he admitted to using as a weapon for self defense. The subject was arrested for the above listed charges.

Monrovia Robotics Team's Adventure in St. Louis Competition


The young ladies of Monrovia High School's robotics team "The Kings And Queens" returned from the FIRST FTC Robotics World Championships held in St. Louis April 23-26 successful, but not triumphant.  As the team's mentor, Brian Johnson, says, "We knew going in that the competition on the field would be fierce.  When you start with nearly 4,000 teams and winnow them down over the season to the 128 best, those that remain are very, very good.  Since this was our first time competing at this level, we didn't know what to expect so we had a few basic goals of giving a good account of ourselves on the field, making an impression on the FIRST community, learning as much as we could, and having fun."

On the field the team posted a respectable three wins and six losses and finished ranked 100 out of 128.  Two of the matches were lost by less than ten points each, a difference of scoring just two of the plastic blocks that are the primary task for the robots.  It was the goal of "making an impression" where the team really shined.  Holding court from the purple and gold pavilion that was their home base and marketing billboard, the ladies in the purple velvet dresses charmed one and all.  They opened the St. Louis Post-Dispatch newspaper one morning to a story about girls in robotics and found two of the team members in a photo accompanying the article.  The team was asked by the FIRST organization to co-star in a video to be used to promote FTC Robotics next season.  The team pavilion became a favored stop for VIPs, sponsors and dignitaries as they were escorted around the event by FIRST guides, and many people made a special trip to see "the cool purple robot with all the jewels."

 "Going to the World Championship was a great experience for the team," says Johnson, "they made a lot of friends, and really put Monrovia on the map in the FIRST Robotics world.  They are already making plans for next year to earn their way back to the Championship in 2015 and be a much stronger competitor by applying what they learned this year.  Now they know exactly what it takes."  As an example to work toward, The Kings And Queens can look to the tournament champion team, "Hot Wired" from Portland, Oregon and the overall top Inspire Award winner, "The Bears" from Mexico City, Mexico.

The Kings And Queens thank the Monrovia business community, the Monrovia Unified School District, Monrovia High School and the people of Monrovia for supporting them so enthusiastically.  Without the financial support and encouragement they received, they could never have accomplished so much.

Monrovia Church to Broadcast on Radio

Fellowship Monrovia reports that the church will begin broadcasting on radio, with two weekly programs on 99.5 KKLA: Made For Fellowship Radio (3-3:30 p.m.) and Good News Today Talk Radio (3:30-4 p.m.). If I'm understanding the church's notice correctly, the first broadcast will be on Sunday, May 18.

Boys & Girls Club Fundraiser Honors Monrovia Mayor

 John Wilson, Mayor Mary Ann Lutz, Supervisor Mike Antonovich

A Kentucky Derby themed fundraiser by Monrovia's Boys & Girls Club of the Foothills at the Santa Anita Race Track raised thousands of dollars for youth programs and honored Monrovia Mayor Mary Ann Lutz with the Mary Wilcox Youth Advocacy Award.

Lutz, a longtime supporter of the club and its youth programs, said, "Of all the awards I have received in my career, this means the most."

Albert Tate, pastor of Fellowship Monrovia, led the audience in a "Change a Life" challenge that resulted in $40,000 raised in just five minutes.

"Thanks to the generosity of all our supporters who have given us their time and incredible gifts, more 'Great Futures' are in our future," said John Wilson, Executive Director.

The event's major sponsors included The Boone Foundation, Blaine & Lynda Fetter, Volkswagen Pasadena/Alhambra, the Sierra Family of Dealerships, and Monte & Meghan Baier.

Lunch at Bella Sera Trattoria

Lunch at the remodeled and recently reopened Bella Sera Trattoria, on Myrtle a couple doors up from Lemon on the east side. Nice atmosphere. Sort of classy rustic. I got the lasagne ($15) and an iced tea ($2.50), plus bacon wrapped dates ($9) for an appetizer. Two of my favorite foods, dates and bacon, together at last. Loved it! Lasagne was very nice and service was attentive.

Chairman of Monrovia Plastic Bag Committee Has Concerns about Bag Ban

This Tuesday the Monrovia City Council passed an ordinance banning plastic carry-out grocery bags. Prior to that, the city formed an ad hoc committee to examine the issue. Former City Councilman Dan Kirby was chairman of the committee, and wrote a letter to the City Council outlining some of his concerns with the measure. Here is his letter:

Madam Mayor and City Council,

Thank you for the opportunity to serve on the committee. I was elected by the committee members to serve as the chairman. The members who attended the meetings were highly engaged in the process. The final vote was 2-1 in favor of recommending the proposed ordinance.

Please accept my apology for not attending the meeting tonight. I have a previously scheduled family obligation. I have reviewed the staff report and have some comments for the record.

When I was asked to participate on the committee, I came with an open mind hoping to learn what impact outlawing single-use bags would have on our residents, as well as the benefits to the environment and the surrounding communities. Staff was able to find out what other cities have passed and shared the information with the committee. They also informed us of pending state legislation sponsored by Senator Alex Padilla. This was good information, but several key committee members who were invited to participate chose not to attend so we never got their input.

Unfortunately, after being invited several times, representatives from the larger businesses who would be affected by an ordinance did not attend. We did however hear from Athens Services and retired engineer from JPL.

Most importantly, we were never able to ask the residents. When I shared with people that I was serving on the committee, their response was nearly unanimous, "Please don't take away my plastic bags." This is obviously not a scientific survey, but it says to me that people would definitely be inconvenienced, especially the elderly should you choose to adopt an ordinance outlawing the bags.

The information that we were not able to get were the answers to these important questions,

1. Do these ordinances actually make a real difference?
2. Is the environment really cleaner?
3. Is there really less pollution?
4. When people choose to use reusable bags, what happens to those bags when they wear out? Do they decompose slower than the single-use ones causing a worse impact on the environment?
5. Are reusable bags less sanitary when used in markets where food is bought and sold?

There were no quantifiable answers presented for any of these important questions so for that reason I voted no on the recommendation.

I meet neighbors and friends in the markets or on the streets often and wonder what I would say to them if they asked me why we outlawed their plastic bags. If I said it was good for the environment, they might say, "how do you know?" I wouldn't be able to give them a good honest answer because we don't really know for sure.

I believe we should all be good stewards of our environment, but based on the information we received, outlawing single-use bags has not been proven to have a positive environmental impact. I believe our residents will respond positively to a well conceived and executed information campaign and some will reduce the use of the bags voluntarily.

In a time when financial resources are scarce, we should carefully prioritize our spending so that we stretch our dollars as far as they will go. This may not be the best use of our taxpayer dollars.

Finally, the state government will eventually adopt a statewide law that will be another unfunded mandate for us to tackle. We will have to deal with it then.

Monrovia Police: Armed Robbery; Hydroponic Marijuana; Graffiti; Etc.

During the last seven-day period, the Police Department handled 426 service events, resulting in 86 investigations.

Theft From an Unlocked Vehicle
On May 5 at 4:56 p.m., a theft from a vehicle was reported in the 100 block of North Myrtle. The victim parked the vehicle in front of their apartment complex. During the night, unknown suspects entered the vehicle and took a small amount of cash. The investigation is continuing.

Armed Robbery
On May 5, at approximately 11:55 p.m., officers were dispatched to a restaurant located in the 800 block of West Huntington Drive on the report of an armed robbery that had just occurred. Employees reported that the suspect appeared in the kitchen as the restaurant was closing. The suspect was wearing a black ski mask over his face and was armed with an unknown caliber handgun. The suspect contacted the manager and directed him to the office, where the safe was open and money was being prepared for deposit. The suspect had a shopping bag in his possession and directed the manager to place the money inside. Upon receiving the money, the suspect directed the five employees to stay in the office and count to 100. The suspect then fled the location in an unknown direction. The suspect is described as male, 5’07” to 5’08” tall, thin build, wearing a gray hooded sweatshirt and dark pants. Monrovia officers searched the area for the suspect with assistance from the Foothill Air Support helicopter and CHP officers from the Alta Dena Station who were in the area and responded, but the suspect was not located. The investigation is continuing.

Theft From a Vehicle
On May 6 at 9:14 a.m., a theft from a vehicle was reported in the 400 block of South Violet. The victim parked her vehicle in the evening, but was unsure if she left her vehicle unlocked or not. The next morning, she found her vehicle ransacked. Her work identification badge and an iPod were taken. The investigation is continuing.

Illegal Hydroponics Marijuana Cultivation Discovered – Suspects Arrested
On May 6 at 1:26 p.m., several tenants in a business complex complained of strong chemical fumes coming from a unit occupied by tenants claiming to operate a water filtration company. The fumes were strong enough to cause headaches and nausea. Patrol and detective resources, city code enforcement officials and hazardous material fire personnel responded to investigate. The unit was being subleased by the original tenant and police personnel were able to speak with one of the people subleasing the unit. Consent to search the premises was obtained from the lessee, who claimed there were no toxic chemicals or anything illegal inside the unit. Hazardous materials specialists entered the unit, stating they recognized the odor of an indoor hydroponic grow of marijuana inside. Once the unit was confirmed to be clear of any immediate hazard, police personnel searched and discovered a fully developed hydroponic grow in process. The two responsible subjects for the illegal marijuana cultivation were arrested and booked on the charges. Additional violations including municipal code and health and safety code violations may be sought.

Injury Traffic Collision
On May 6 at 1:34 p.m., police responded to an injury traffic collision reported at Magnolia and Olive. A driver was headed southbound on Magnolia when he slowly veered left and accelerated into a parked truck, hitting it head on, pushing it in to other vehicles. The driver sustained visible injuries and was taken to a hospital for treatment.

Warrant / Possession of Drug Paraphernalia – Suspect Arrested
On May 6 at 10:34 p.m., an officer on patrol in the 200 block of South Myrtle observed a male suspect he knew had a warrant out for his arrest. After confirming the warrant, he contacted the suspect and arrested him for the warrant. A subsequent search revealed the suspect was in possession of a hypodermic syringe containing an unknown liquid substance believed to be methamphetamine. He was also charged for possession of drug paraphernalia.

Vandalism – Suspect Arrested
May 7 at 6:16 p.m., an officer was sent to Alta Vista and Huntington regarding the report of vandalism in progress. A witness called police to report a male suspect spray painting graffiti on the public street. An officer arrived and detained the suspect, who was positively identified by a witness. The male juvenile suspect admitted to the crime. The juvenile suspect was arrested and later released to the custody of his mother on a citation to appear in court. The reporting party will be receiving Monrovia Police Department’s Graffiti Bounty. If a citizen reports an incident of graffiti in the City of Monrovia that leads to the arrest of the suspect, the citizen will receive a $100 bill.

Three Felony Counts Filed Against Robbery Suspect
On May 3 at 5:25 p.m., officers were dispatched to a business in the 100 block of West Foothill regarding a robbery. A suspect who had concealed merchandise on his person was confronted outside the store by loss prevention. The suspect threatened the loss prevention officer with a knife and ran. The suspect was identified, and on May 5 an officer on patrol in the 300 block of South Myrtle recognized the robbery suspect. The suspect attempted to run from officers, but was quickly taken into custody and arrested. A combined effort by patrol officers and detectives resulted in the filing of three felony counts for grand theft auto and robbery against the twenty-year-old male suspect, who is known for theft, trespassing and vagrancy in Monrovia. The man was already on release for other felony cases that are pending, so he is eligible to receive additional time in state prison added on to his sentence if he is convicted.

Monrovia Council Adopts Plastic Bag Ban, Rejects Inclusion of City in Federal Recreation Area

At its Tuesday meeting, which lasted into Wednesday morning, the Monrovia City Council voted to...

- Adopt a ban on plastic grocery bags, which will begin to be enforced in 120 days. Mayor Mary Ann Lutz and council members Alexander Blackburn and Larry Spicer voted in favor of the ban. Council members Tom Adams and Becky Shevlin voted against. 

- Oppose Congresswoman Judy Chu's proposed legislation to include Monrovia in a National Recreation Area for the foothills area. The vote was unanimous.

Correction: Becky Shevlin informs me that I mis-heard the vote on the NRA. She tells me that Mayor Lutz voted in favor of Chu's proposal, so the vote was 4-1 to oppose Monrovia being included in the NRA.

Correcting the Correction: Becky Shevlin now informs me that my original report is correct. The vote was unanimous. She says she's very sorry for the mistake.

Fundraiser for Monrovia Boy Battling Cancer

Joncee Lenker is a young boy who is battling a form of cancer called Retinoblastoma, a cancer of the eye that required removing his right eye. Joncee has been fighting this cancer since he was an infant. It was in remission until recently but Joncee has begun Chemotherapy again. Through all of this Joncee has continued to play baseball with the Monrovia Youth Baseball League.

Following are the weekend’s highlighted issues and events.

Stolen Vehicle
On May 1 at 12:28 a.m., an employee from a business in the 300 block of West Maple parked his car on the street, leaving the doors unlocked and the key in the ignition. When he returned to the vehicle, it was gone. The car is a silver, 2014 Prius with paper plates. The investigation is continuing.

Commercial Burglary
On May 2 at 8:41 a.m., officers responded to a business in the 100 block of East Lemon regarding a burglary. Unknown suspect(s) broke out the glass front door, went directly to the pharmacy and took Codeine, then fled back out the front door. The investigation is continuing.

Stolen Vehicle Recovered – Suspect Arrested
On May 2 at 9:22 a.m., dispatch received information about a vehicle in the 100 block of West Lemon. A computer check revealed the vehicle was stolen out of Monrovia. An officer completed a grand theft auto report and broadcast the vehicle information. An officer on patrol was actively looking for the stolen vehicle and saw three subjects, one of them was hiding behind a vehicle in a parking lot in the 100 block of West Lime Avenue. The officer observed a set of keys, a gas card, and a gift card on the ground where the subject was hiding. The keys were to the stolen vehicle. The suspect admitted to taking the vehicle and to the theft of the cards. The suspect was arrested.

Kidnapping – Suspect Arrested
On May 2 at 7:26 p.m., officers were dispatched to the area of Chestnut and Monterey on the report of a kidnapping that just occurred. Several witnesses called dispatch to report an adult male suspect forced an adult female into his vehicle. A description of the suspect and his vehicle was provided. Officers searched the area, but were unable to locate the suspect or victim. Approximately two hours later, the victim called police to report the incident. The victim said her ex-boyfriend forced her into his vehicle and brought her to his residence in an effort to reestablish their relationship. The victim was able to negotiate her release and left unharmed. She went home and called the police. Officers went to the suspect's residence in the 400 block of South Alta Vista and arrested him. The suspect claimed the victim entered his vehicle under her own volition. The suspect was arrested and taken into custody.

Vehicle Burglary
On May 2 at 8:13 p.m., a vehicle burglary was reported in the 900 block of West Huntington. The victim parked her vehicle in a business parking lot and locked and secured her vehicle, but left her purse on the floorboard. When she returned to the vehicle, she found the right front passenger window was smashed and her Coach handbag was stolen. The investigation is continuing.

Residential Burglary
On May 2 at 10:27 p.m., a residential burglary was reported in the 100 block of North Magnolia. The reporting party is a neighbor who was house sitting for the victims, who were out of town. The suspect(s) forced entry to the home through the front door. The house was ransacked, but the loss cannot be determined until the victims return home. The investigation is continuing.

Residential Burglary
On May 2 at 10:57 p.m., an officer was dispatched to the 400 block of Concord on the report of a residential burglary. The suspect(s) forced entry to the victim's home through the front door. The house was ransacked and property was stolen. The victim will conduct an inventory of her missing property. The investigation is continuing.

Suspicious Subject / Theft From a Vehicle / Recovered Stolen Property – Suspect Arrested
On May 3 at 10:25 a.m., dispatch received a call reporting a suspicious person using a hose at a residence in the 500 block of West Colorado. An officer contacted the subject, who claimed he knew the resident who lived in the back of the location. Due to the subject’s suspicious actions, officers searched the subject and found a credit card in a woman's name. The subject claimed the credit card belonged to a female friend and he was holding on to it until he could return it to her. Attempts to locate the female were unsuccessful. The credit card was held as property under observation and the subject was released. Later in the shift, the officer was able to contact the owner of the credit card. She discovered her purse, which contained her credit card, had been taken from her unlocked vehicle. Officers were able to relocate the suspect and arrested him for possession of the stolen credit card. The suspect told the officer the location of the purse and the purse was recovered.

Robbery
On May 3 at 5:25 p.m., officers were dispatched to a business in the 100 block of West Foothill regarding a robbery. A male Hispanic suspect in his mid-twenties who had concealed merchandise on his person was confronted outside the store by loss prevention. The suspect threatened the loss prevention officer with a knife and ran. Officers arrived and conducted and area search, but the suspect was not located. The suspect was identified and the investigation continued. On May 5 at 1:00 p.m., an officer on patrol in the 300 block of South Myrtle recognized the robbery suspect. The suspect saw the officer and ducked down in an attempt to hide behind another subject. He then ran in the front entrance of the library. Containment was set up and officers entered the library to conduct a search for the suspect. The suspect attempted to run from officers, but was quickly taken into custody and arrested.

Vehicle Burglary – Suspects Arrested
On May 3 at 10:34 p.m., a resident in the 800 block of West Walnut called police to report two suspects he contacted inside his vehicle, which was parked in the street. The victim confronted the suspects, who returned his property and fled. The suspects were detained by officers in the 900 block of South Fifth. They were identified by the victim and arrested.

Monrovia Assembly Member's Anti-Dumping and Vandalism Bill Approved

An anti-dumping and vandalism bill by Assembly Member Chris Holden, who represents Monrovia, has been approved by the Assembly. AB 1767 would increase the maximum fine for dumping, vandalism or destroying property on Santa Monica Mountains Conservancy properties to $1,500 and increase the fine for infractions to not more than $750.

Mountain Avenue at Duarte Road About to be Closed for Construction

Mountain Avenue at Duarte Road are about to be closed for rail line construction.

Details:

- May 9 at 9 p.m. to May 11, 2014 at 5 p.m.: The intersection of Mountain Avenue and Duarte Road will be fully closed to through-traffic in all directions and motorists will be detoured around the closure. At 5 p.m. on Sunday, May 11, Duarte will re-open to one lane in each direction. Mountain will remain closed from the center of Duarte north through the railroad crossing for approximately five months.

- Phase 1, May 12 through October 2014: Mountain will be closed to through-traffic from the center of Duarte north through the railroad crossing. Duarte will remain open, one lane in each direction for eastbound / westbound through-traffic.

- Phase 2, October through Early 2015: Mountain will be closed to through-traffic from the center of Duarte south through the intersection. Duarte will remain open, one lane in each direction for eastbound / westbound through-traffic.
