Assembly member Chris Holden, who represents Monrovia, is co-sponsoring Assembly Bill 1147 to help "professionalize the massage therapy industry and reinforce local control over these businesses," some of which "are fronts for prostitution and increasingly, human trafficking." He said the measure addresses problems created by an earlier law that "failed to keep out the bad actors and restricted cities that wanted to keep illicit businesses out of their communities."
