Monrovia's Bella Sera Restaurant Re-Opening
Monrovia's Bella Sera Trattoria, at 422 S Myrtle, is reopening on May 8 with a grand opening from 5-7 p.m. The restaurant, under new ownership, will serve "authentic Italian cuisine with only the freshest ingredients" and "new, bold flavors and signature dishes."
Guests at the grand opening will be treated to complimentary appetizers and drinks to provide a taste of the options Bella Sera has to offer. Education Bill by Monrovia's Assemblyman Approved by Committee
A bill by Assembly Member Chris Holden to expand pathways for high school students who want to pursue college courses or career tech classes was approved today in Assembly Education Committee on a vote of 4 to 0. AB 1451 Concurrent Enrollment would expand and encourage opportunities for high school students who are capable of advanced scholastic or vocational work to enroll in community college courses. It would also encourage students who need help passing the California High School Exit Exam and students who traditionally do not attend college but would like to see if it's the right path for them.

Tips about Pets for Upcoming Hot Days
The Pasadena Humane Society, which serves Monrovia, urges pet owners to take precautions during the next few days due to hot weather:
- Keep your pets hydrated with plenty of cool water. Provide shade if your pet is outside.
- Avoid exercising pets during peak hours. Exercise them early morning or later in the evening.
- A dog's paw pads can burn easily when walking on asphalt, artificial grass, cement or other similar surfaces. Walk them later in the evening or early in the morning when it is cool.
- Apply sunscreen on your dog's nose, ears and belly to prevent sunburn. Ask your veterinarian what brand you should use.
- For rabbit owners: Place a two-liter frozen bottle of water in your rabbit's hutch. This acts as a natural air conditioner.
- For cat owners: Place your cat in a sink or bathtub with a few ice cubes to play with. This way your cat can have fun and stay cool at the same time!
- For dog owners: Fill a wading pool with shallow water and let your dogs play around in it. Make sure to supervise your dogs while they play.
- Do not leave your pet in the car. If you see an animal left in a car in hot weather, you can report it to the Pasadena Humane Society & SPCA. Call 792-7151 and ask to speak with Field Services.

Among their alliance partners were teams from South Korea, Kentucky, and the eventual Inspire Award winner, "The Bears," from Mexico City. They were matched against alliances which included teams from all over the US plus teams from countries like China, Russia and India. Comment: Just getting there was a triumph!

The City of Monrovia is seeing economic development efforts pay off with new businesses coming in and development opportunities on the way.
- The longtime vacant blockbuster site near the corner of Foothill Blvd and Myrtle Avenue is undergoing tenant improvements for a new business: Massage Envy. Massage Envy seeks to bring affordable, professional spa services to communities. Currently the site is under construction and is slated to open for business this summer.
- Williams Homes has put in 18 new townhomes at the corner of Olive and Ivy Avenues in Old Town. At this time, almost all units have been sold.
- Izakaya Uppo, a Japanese restaurant that will allow you to sit on the floor and taste traditional Japaense cuisine, opened last week in the 600 block of Myrtle Avenue. This block now features an international dining experience with Chang's Thai Bistro, Rudy's Mexican Restaurant, Jakes BBQ, Izakaya Uppo, and coming soon, Copper Still Grill (serving an updated take on traditional bar and grill classics, will be located at the site of the former Sam's Kabob Room).
- Along Huntington Drive, a Del Taco opened in mid-April on a site that has been vacant for many years- signs that private development and industry are picking up. And the Fast5Xpress Car Wash is expected to open in early May on the same site.
- Panera Bread, Chipotle, Smashburger and Menchie's Yogurt have opened up on the west side of Huntington Drive, bringing more customers to the Huntington Oaks Shopping Center.

- La Marca Cigars, a specialty cigar shop and lounge, has opened in the 500 block of Myrtle Avenue.

[Monrovia Police activities from the Police Department's Neighborhood Watch Report for April 24-27. - Brad Haugaard]
Following are the weekend’s highlighted issues and events.
Alcohol Offense – Subjects Cited
On April 24 at 3:07 p.m., an officer on patrol in the 300 block of Myrtle Avenue was monitoring activity taking place in the park. He saw two male adult subjects drinking alcohol at one of the benches. Both subjects were cited for drinking alcohol in the park.
Theft From an Unlocked Vehicle
On April 25 at 11:50 a.m., an officer was dispatched to the 100 block of East Huntington regarding a theft from a vehicle. At 7:55 a.m., the victim parked his vehicle in a business parking lot located on the north side of the street. He did not lock his vehicle or activate his alarm. He returned to his vehicle at 11:35 a.m. and found his center console open and his GPS was missing. The investigation is continuing.
Vehicle Burglary
On April 26 at 11:45 a.m., a vehicle burglary was reported in the 100 block of Poppy Avenue. The victim’s son parked his vehicle in the driveway the day before at 10:00 p.m. The next day the victim entered his car to move it and noticed that items in his vehicle had been moved around and miscellaneous change was missing from the center console. He did not remember if the car was locked when he entered, but all the doors were closed. The investigation is continuing.
Injury Traffic Collision – Vehicle vs. Pedestrian
On April 26 at 5:28 p.m., an injury traffic collision was reported in the 300 block of North Canyon. An 18-year-old male ran across the street from between cars and was struck by a motorist. The victim was taken to a hospital with non-life-threatening injuries. The pedestrian was determined to be at fault.
Theft From a Vehicle
On April 26 at 6:17 p.m., a theft from a vehicle was reported in the 100 block of Poppy Avenue. The victim parked his vehicle on the street in front of his house the night before. He returned to his vehicle the next morning at 8:30 a.m. to find the interior compartments had been ransacked. An iPhone, a GPS unit, and a canvas bag had been taken from inside the vehicle. He believes he left his vehicle unlocked, since there were no signs of forced entry. The investigation is continuing.
Under the Influence of a Controlled Substance – Suspect Arrested
On April 27 at 3:09 p.m., officers responded to the 500 block of South Myrtle regarding a suspect on a bicycle looking into vehicle windows. Officers arrived and detained the suspect. The suspect was determined to be under the influence of a controlled substance and was arrested.

Twenty-one Monrovia city officials and community leaders visited Citrus College on Friday, April 25 for a campus tour, an overview of the college's programs and services, and a discussion that focused on ensuring college completion for Monrovia's students.
The tour was hosted by Joanne Montgomery, vice president of the Citrus Community College District Board of Trustees and Superintendent/President Geraldine M. Perri, Ph.D. Monrovia guests included Mayor Mary Ann Lutz, Councilmember Becky Shevlin, Monrovia Unified School District Superintendent Katherine Thorossian, as well as City Council and school board members.

Citrus College Ranks High in Number of Degrees Awarded to Hispanics
Hispanic Outlook in Higher Education, a biweekly online publication that reaches more than 50,000 readers, has for the seventh time named Citrus College one of the top 50 U.S. community colleges for degree completion for Hispanics. It ranked 27th out of more than 1,100 community colleges nationwide in the number of associate degrees awarded to Hispanics. Citrus serves the Monrovia area.

What's Happening With Monrovia City Manager Search?
It seems to have been quite a while since the Monrovia City Council set about to find a new city manager, so I wrote to ask Councilman Tom Adams what is going on. It is a personnel issue, and so the city is very limited in what it can say, but Adams did say this:

Monrovia's Boys & Girls Club Derby Day Fundraiser Honoring Mayor Lutz
Monrovia's Boys & Girls Club of the Foothills is hosting its 15th annual For the Love of Youth fundraising event on Saturday, May 3 at Santa Anita Racetrack's Baldwin Terrace. Bringing the Kentucky Derby to the San Gabriel Valley, this Derby Day afternoon features a sit-down dinner, Derby Day attire, live racing and betting, a broadcast of the Kentucky Derby, and live and silent auctions. Mary Ann Lutz, Mayor of Monrovia and longtime supporter of BGCF, will be honored.
BGCF serves 250-300 young people from Monrovia and Duarte each day, and currently has a waiting list of over 100 additional youth in need. The Fountain to the Falls Run/Walk is a 7 mile out-and-back race, from the Library Park Fountain to the Canyon Park Waterfall, with a Health and Fitness Expo set up along Myrtle Avenue, in cooperation with the Santa Anita Family YMCA.
This fourth annual race will be held on Saturday, May 10, at 7 a.m. First through third place awards will be given for each age category. The race is limited to 400 participants and advance registration is required. No race day registration will be accepted. The $35 entry fee (a registration fee is added to each entry) includes a t-shirt. The Health and Fitness expo opens at 6 a.m. and features Zumba in the Street for spectators as they wait for race participants to finish.

Dinner & A Show to Buy Grand Piano for St. Luke's Church
St. Luke's Episcopal Church in Monrovia will hold "Dinner & A Show" on Saturday, May 3, at 6 p.m. at the church. Proceeds from the $25 per person ticket donation are to purchase a concert grand piano. The evening will begin with dinner and a silent auction, followed by a concert by members of the choir and guests. A dessert reception will follow.

Monrovia Police: Catalytic Converter Theft; Woman Punches FiancĂŠ; Shoplifting; Etc.
[Monrovia Police activities from the Police Department's Neighborhood Watch Report for Highlighted Activity for April 21-23. - Brad Haugaard]
During the last seven-day period, the Police Department handled 462 service events, resulting in 98 investigations.
Vehicle Burglary
April 21 at 3:29 p.m., the victim of a vehicle burglary came to the police lobby to report her vehicle had been broken into while parked in the 400 block of East Colorado. She noticed that the rubber seal around the driver’s door had been pushed in and the vehicle was ransacked. It appears nothing was taken. The investigation is continuing.
Theft – Catalytic Converter
On April 21 at 4:52 p.m., a theft was reported in the 700 block of Montana. The victim came into the police lobby to report that someone had stolen the catalytic converter off his vehicle. The victim went out to start his vehicle and heard a loud noise. He drove his vehicle to a mechanic, who told him that the catalytic converter was missing off his vehicle. The investigation is continuing.

On April 21 at 8:15 p.m., an officer was dispatched to a residence in the 100 block of Montana on the report of a theft from a vehicle. The vehicle was left unlocked and the victim's black iPhone was stolen. The investigation is continuing.

On April 9:23 p.m., a theft of two bicycles was reported in the 100 block of Montana. The bicycles were stolen from a rear carport. The theft occurred sometime between 4:00 p.m. on April 20 and 7:00 a.m. on April 21. The investigation is continuing.
Fraud / Identity Theft – Two Suspects Arrested
On April 21 at 11:53 p.m., an officer responded to a hotel in the 700 block of West Huntington regarding two hotel guests that checked into a room with stolen credit card information. Upon arrival, officers located the suspects inside a hotel room. They conducted an investigation and located stolen credit cards, stolen mail from several locations, ledgers containing personal information, and credit applications. The two suspects were arrested and taken into custody.
Domestic Violence – Suspect Arrested
On April 22 at 12:27 a.m., an officer conducted a domestic violence investigation involving a female that punched her defenseless fiancĂŠ several times in the face. The male subject is recovering from an injury he received in a motorcycle accident. The female suspect left the location. The officer contacted the female suspect on the phone and convinced her to turn herself in to police. She admitted to the crime and was taken into custody.
Possession of Drug Paraphernalia – Suspect Arrested
April 22 at 1:00 a.m., an officer was sent to a hotel in the 700 block of West Huntington regarding a female associate of the fraud suspects that were arrested in the above fraud incident. The female was contacted, but was not linked to fraud case. The officer found the female to be in possession of a straw used to inhale methamphetamine. She was arrested for possession of drug paraphernalia.
Battery / Warrant – Suspect Arrested
April 22 at 8:00 a.m., a disturbance between a mother and daughter was reported in the 700 block of South Monterey. The mother had claimed the daughter hit her in the leg with a fist. Officers arrived, but the mother had left the location. The daughter was found to have a warrant and was arrested.

April 22 at 8:31 a.m., a caller reported an incident of vandalism in the 1300 block of South Myrtle. The caller reported blue graffiti on the wall facing Montana. The investigation is continuing.

On April 22 at 8:30 a.m., an officer responded to a residence in the 200 block of South Madison on a disturbance between a male and female subject. When the officer arrived, he conducted a computer check, which revealed the male subject had an outstanding DUI warrant for his arrest. The warrant was issued by the Pasadena Police Department. The subject was arrested for the warrant. Pasadena was notified and officers responded and took custody of the subject.

Day of Prayer to Support Unity Center
A National Day of Prayer event on May 1, 7 p.m., at Santa Anita Church at 226 W. Colorado Blvd. in Arcadia will support Monrovia's Foothill Unity Center. The event, Young Voices United in Prayer, will feature six young people from the Baha'i, Buddhist, Christian, Jewish, Muslim, and Sikh faiths. Harlem Wizards Coming to Monrovia High School
The Harlem Wizards are coming to Monrovia High School, Friday, May 2 at 7 p.m. This event, hosted by The Monrovia Renaissance Foundation, brings The Wizards to town to help support Renaissance programs recognizing academics throughout Monrovia Unified School District.
The Harlem Wizards' mission is to create awe-inspiring events throughout the country. At a Wizards game fans witness amazing basketball talent combined with hilarious comedy. It's two hours of family time where parents, grandparents, and kids can all laugh together. When you're in the stands, you're more than a spectator; you're part of the show with loads of audience participation. Throughout the game, fans will experience a display of tricks, coordinated ball handling, fancy passing and aerodynamic athleticism combined with high-energy comedy and audience interaction.

California Assembly Approves Monrovia Assembly Member's Bills
The California Assembly today gave bi-partisan approval to three bills authored by Assembly member Chris Holden, who represents Monrovia. The three include: legislation "to give veterans a stronger voice in college leadership," legislation "to ensure the legacy of President Obama is included in school textbooks," and a resolution to "honor unsung heroes of the Vietnam War."

Monrovia Assembly Member Sponsoring Law to Combat Prostitution
Assembly member Chris Holden, who represents Monrovia, is co-sponsoring Assembly Bill 1147 to help "professionalize the massage therapy industry and reinforce local control over these businesses," some of which "are fronts for prostitution and increasingly, human trafficking." He said the measure addresses problems created by an earlier law that "failed to keep out the bad actors and restricted cities that wanted to keep illicit businesses out of their communities."

Following are the weekend’s highlighted issues and events.
Possession of a Controlled Substance / Possession of a Drug Paraphernalia / Petty Theft – Suspect Arrested
On April 17 at 8:41 p.m., officers responded to a business in the 500 block of West Huntington regarding a petty theft. The suspect was seen selecting merchandise and walking towards the exit doors. He placed the items down, exited the store, and returned a few minutes later. He picked up the items, selected additional items, and walked into the dressing room, where he concealed some items on his person and then exited the store without paying. He walked to another business and was detained by officers. Officers recovered store merchandise from inside the bathroom. During a search of the suspect, officers located heroin and syringes. The suspect was arrested.
Under the Influence of a Controlled Substance – Suspect Arrested
On April 17 at 10:37 p.m., an officer stopped a subject on a bicycle in the area of Myrtle and Huntington for traveling on the sidewalk with no lighting device. During the investigation, the officer determined the subject was under the influence of a controlled substance. He arrested the subject.

On April 18 at 3:14 a.m., an officer noticed a subject near the front doors of a closed business in the 400 block of West Huntington. The officer approached to investigate, and during the investigation, the subject was determined to be under the influence of a controlled substance and was arrested.
Attempt Grand Theft Auto
On April 18 at 4:10 a.m., a resident in the 700 block of Bonita heard someone trying to start his vehicle. He went outside and discovered a male subject inside his vehicle. He confronted the suspect, who reached into a bag he had his lap. The victim left to call police. When he returned, the suspect had fled. Officers responded and conducted an area search for the suspect, but he was not located. The suspect is described as a male Hispanic in his 20’s, 5'5” tall, with grey hair and a mustache. The investigation is continuing.
Warrant – Suspect Arrest
On April 18 at 5:03 a.m., during the area check for the attempt grand theft auto suspect, officers contacted a subject in the 300 block of West Huntington. During the contact with the subject, they discovered he had a no-bail warrant for his arrest. He was arrested and taken into custody.

On April 18 in the early evening, two residents reported to police that the catalytic converters were stolen off their vehicles. The thefts occurred in the 1600 block of South Myrtle and the 700 block of West Foothill. In both incidents, the residents started their vehicles and heard a loud noise coming from underneath, which led to the discovery of the missing catalytic converters. The investigations are continuing.

On April 19 at 12:08 a.m., officers responded to a park in the 300 block of South Myrtle regarding two subjects fighting. When the officers arrived, a witness pointed out one of the subjects involved in the fight. The other had left the location. As the officers approached the suspect, he ran from them toward a residence. As he ran, he smashed through a fence and broke some potted plants. The suspect was uncooperative and was determined to be intoxicated. He was arrested and taken into custody for the above listed charges.
Recovered Stolen Vehicle
On April 19 at 4:18 p.m., an officer on patrol in the area of Fifth and Huntington observed a suspicious person walking away from a vehicle. He ran a computer check on the vehicle plate and it returned as a stolen plate. The VIN number on the vehicle returned as a stolen vehicle out of Arcadia. A replica pistol was found in the vehicle that was painted to resemble an actual pistol. The investigation is continuing.

He had parked it the night before at about 10:00 p.m. and locked the doors. The victim's wallet was taken out of the vehicle. The investigation is continuing.

On April 17 at 8:41 p.m., officers responded to a business in the 500 block of West Huntington regarding a petty theft. The suspect was seen selecting merchandise and walking towards the exit doors. He placed the items down, exited the store, and returned a few minutes later. He picked up the items, selected additional items, and walked into the dressing room, where he concealed some items on his person and then exited the store without paying. He walked to another business and was detained by officers. Officers recovered store merchandise from inside the bathroom. During a search of the suspect, officers located heroin and syringes. The suspect was arrested.

On April 17 at 10:37 p.m., an officer stopped a subject on a bicycle in the area of Myrtle and Huntington for traveling on the sidewalk with no lighting device. During the investigation, the officer determined the subject was under the influence of a controlled substance. He arrested the subject.

On April 18 at 3:14 a.m., an officer noticed a subject near the front doors of a closed business in the 400 block of West Huntington. The officer approached to investigate, and during the investigation, the subject was determined to be under the influence of a controlled substance and was arrested.
Attempt Grand Theft Auto
On April 18 at 4:10 a.m., a resident in the 700 block of Bonita heard someone trying to start his vehicle. He went outside and discovered a male subject inside his vehicle. He confronted the suspect, who reached into a bag he had his lap. The victim left to call police. When he returned, the suspect had fled. Officers responded and conducted an area search for the suspect, but he was not located. The suspect is described as a male Hispanic in his 20’s, 5'5” tall, with grey hair and a mustache. The investigation is continuing.
Warrant – Suspect Arrest
On April 18 at 5:03 a.m., during the area check for the attempt grand theft auto suspect, officers contacted a subject in the 300 block of West Huntington. During the contact with the subject, they discovered he had a no-bail warrant for his arrest. He was arrested and taken into custody.

Monrovia “Fountain to the Falls” Race Coming Up
The Fountain to the Falls Run/Walk is a 7 mile out-and-back race, from the Library Park Fountain to the Canyon Park Waterfall, and is offered in cooperation with the Santa Anita Family YMCA. This fourth annual race will be held on Saturday, May 10, at 7 a.m. First through third place awards will be given for each age category. The race is limited to 400 participants and advance registration is required. No race day registration will be accepted. The $35 entry fee (a registration fee is added to each entry) includes a t-shirt. Registration will only be accepted on-line at www.active.com. No late starts or unregistered participants will be permitted. Registration will be accepted through Thursday, May 9, or until filled. Monrovia High Battle of the Bands
Monrovia High School's tenth annual Battle of the Bands is Friday, April 25, at the Louise K. Taylor Performing Arts Center at Monrovia High School. The program, featuring MHS musicians, starts at 6 p.m., and tickets are $5. Jazz, pop, rock, indie music. Many musicians who continue to perform throughout California and beyond first performed at the Battle of the Bands. Some are returning to where their musical roots were first grounded. All proceeds go to for MHS PTSA senior scholarships.

Warrant – Suspect Arrested
On April 14 at 6:15 a.m., an officer was dispatched to a residence in the 1100 block of Royal Oaks regarding the boyfriend of the reporting party being intoxicated and refusing to leave. Officers arrived and contacted the subject. A computer check was run on the subject and it was discovered that he had an outstanding warrant. He was arrested for the warrant. The subject complained of difficulty breathing. Monrovia paramedics responded and he was taken to a hospital for treatment.

On April 14, the theft of a bicycle was reported in the 300 block of West Colorado. The victim reported that someone took his black, BMX bicycle with aqua colored hubs from the rear yard. The suspect left behind a mountain bike. The investigation is continuing.

On April 15 at 7:48 a.m., a theft from a vehicle was reported in the 800 block of West Walnut. The victim parked her vehicle in her assigned parking spot the day before. She returned to her vehicle in the morning and discovered her cell phone, money, registration, and a pair of sunglasses were missing. She had left the vehicle unlocked. The investigation is continuing.

On April 15 at 8:47 a.m., a female subject was walking to her vehicle, which was parked in the 1200 block of South Mayflower. As she neared her vehicle, she heard someone behind her and felt someone slap her buttocks. The suspect kept going southbound on the sidewalk, riding his skateboard. The suspect is described as a male Hispanic, 18 years old, light complexion, 5'7" tall, thin build, wearing a zipped up, light-colored, hooded sweatshirt and blue jeans. The victim came to the police lobby to report the incident. An area check was made by officers, but the suspect was not located. The investigation is continuing.

The employee knew the vehicle belonged to a student and thought the subject might be a parent. As he walked toward the vehicle, the subject ducked down behind the car and then ran west, jumping over a fence onto Madison. Police were called as the student/owner of the vehicle was located. Apparently, the suspect had made entry and was trying to hotwire the vehicle. The suspect is described as a male Hispanic, late 40's, heavyset, wearing a burgundy shirt and denim shorts. The investigation is continuing.
Delaying an Officer – Suspect Arrested
On April 15 at 2:53 p.m., an officer on patrol in the 300 block of West Huntington saw a juvenile subject who matched the suspect description from a sexual battery that occurred earlier in the day. He contacted the subject and found him to be in possession of tobacco products. The subject provided unverifiable information to the officer. The juvenile was arrested and brought to the station. A detective was notified and spoke with the juvenile. The juvenile was later released to his parents with a citation for the tobacco offense and delaying an officer. The investigation is continuing.

On April 16 at 2:56 a.m., an officer responded to the 1300 block of South Primrose on the report of domestic violence. The female victim said her boyfriend punched and slapped her several times in the face and head. She did not have any visible injuries and declined medical treatment. Investigation revealed the male subject was previously served with a domestic violence restraining order, and he also had two outstanding warrants for his arrest. He was arrested and taken into custody.
Contributing to the Delinquency of a Minor / Furnishing a Minor with Alcohol and Marijuana / Warrant – Suspect Arrested
On April 16 at 6:39 p.m., an officer was dispatched to a business in the 300 block of West Huntington regarding a juvenile problem. When the officer arrived, he observed a male and female consuming alcohol to the rear of the location. Upon contact, he learned the male subject was 20 years old and the female was 17 years old. The male adult was found to be in possession of marijuana. The investigation revealed the male adult had furnished the female juvenile with alcohol and marijuana. He also had an outstanding warrant for his arrest. The subject was arrested and taken into custody for contributing to the delinquency of a minor and for the warrant. The female juvenile was taken to her residence, where she was released to the custody of her father.

Magnolia Closing for Four Months at Railroad Crossing
Detour map
Magnolia Avenue at the railroad crossing, just north of Duarte Road, will be closed for approximately 4 months as part of the Metro rail project. The closing will begin on April 21 through August 2014 (24-hours per day, 7 days a week). Sidewalks will also be closed but a free shuttle service will be provided to assist pedestrians around the closure between 7 a.m. to 7 p.m. daily.

Myrtle-Duarte Intersection in Monrovia to Open Five Weeks Early
The Metro Gold Line Foothill Extension Construction Authority reports that the grade crossing work on Myrtle Avenue is nearly complete, and the street will reopen by 7 a.m. this Thursday, April 17, five weeks ahead of schedule. To complete the final work (re-striping and realigning the traffic lanes), the intersection of Myrtle and Duarte will be fully closed starting tomorrow (Wednesday) at 9 p.m., through 7 a.m. Thursday morning, when both streets will be fully open.

Disturbing Subjects / Drunk in Public – Suspect Arrested
On April 10 at 4:39 p.m., an officer responded to a park in the 300 block of South Myrtle regarding disturbing subjects. The officer observed two subjects in a verbal argument. One of the subjects removed his shirt and took a fighting stance with the second subject. The officer confronted the subjects and after investigation, arrested one of them for being drunk in public.
Vehicle Burglaries
On April 10 in the late evening, three vehicle burglaries were reported to police. The burglaries occurred in business parking lots located in the 700 to 900 blocks of West Huntington. In two of the burglaries, the third row seats had been taken from two SUV’s. In the third incident, a vehicle window was shattered and an iPad that was visible through the window was taken. The investigations are continuing.
Possession of Drug Paraphernalia – Suspect Arrested
On April 11 at 2:36 a.m., an officer observed two subjects in a business parking lot near Chestnut and Magnolia. One of the subjects appeared to be hiding something near a bucket. The officer stopped and spoke with the subjects. When the officer searched the area he had just seen the subject near, he located a used glass smoking pipe. The suspect was arrested for possession of drug paraphernalia.
Grand Theft Auto – Suspect Arrested
On April 11 at 8:15 a.m., an officer on patrol located an unoccupied stolen vehicle in the 600 block of West Huntington. Officers watched the vehicle until a male subject approached and entered the vehicle. The suspect was stopped and arrested. The stolen vehicle was recovered and returned to the registered owner.
Theft From an Unlocked Vehicle
On April 11 at 11:23 p.m., a theft from a vehicle was reported in the 400 block of Wildrose Avenue. The victim went to his vehicle in the evening and saw the passenger door was not secure. He discovered several items missing from the interior of his vehicle. The vehicle had been left unlocked. The investigation is continuing.
Petty Theft – Suspects Arrested
On April 13 at 2:31 p.m., an officer was on patrol in the 500 block of West Huntington when he observed three suspicious subjects in a business parking lot. Two of the suspects had entered the business, a male and a female, and the third male suspect appeared to be acting as a lookout in front of the store. Officers watched the store and waited to see if they were going to commit a theft. Several minutes later, the suspects exited the store carrying a large shopping bag full of store merchandise. When they saw officers approaching, the female abruptly removed a bottle of cologne from the bag and tried to conceal it. After investigation, the male suspect was arrested and charged with petty theft and stolen credit card information. The female was arrested and charged with possession of stolen property.
Driving Under the Influence / Hit and Run Traffic Accident – Suspect Arrested
On April 13 at 9:58 p.m., a caller phoned police to report a vehicle had just struck a parked car at Olive and Alta Vista and then drove away. When police arrived, they conducted an area search and located the vehicle that had fled the scene. The driver of the vehicle was determined to be under the influence of alcohol, was unlicensed, and uninsured. The driver was arrested and taken into custody.

Disturbing Subjects / Drunk in Public – Suspect Arrested
On April 10 at 4:39 p.m., an officer responded to a park in the 300 block of South Myrtle regarding disturbing subjects. The officer observed two subjects in a verbal argument. One of the subjects removed his shirt and took a fighting stance with the second subject. The officer confronted the subjects and after investigation, arrested one of them for being drunk in public.
Vehicle Burglaries
On April 10 in the late evening, three vehicle burglaries were reported to police. The burglaries occurred in business parking lots located in the 700 to 900 blocks of West Huntington. In two of the burglaries, the third row seats had been taken from two SUV’s. In the third incident, a vehicle window was shattered and an iPad that was visible through the window was taken. The investigations are continuing.
Possession of Drug Paraphernalia – Suspect Arrested
On April 11 at 2:36 a.m., an officer observed two subjects in a business parking lot near Chestnut and Magnolia. One of the subjects appeared to be hiding something near a bucket. The officer stopped and spoke with the subjects. When the officer searched the area he had just seen the subject near, he located a used glass smoking pipe. The suspect was arrested for possession of drug paraphernalia.

Meeting on Planned Closure of Mountain and Magnolia in Monrovia for Railroad Work
There will be a meeting held by the Gold Line construction folks this Wednesday, April 16, at 6:30 p.m. at Santa Fe Middle School (148 W. Duarte Rd.) to discuss the planned full closure of Mountain Avenue (at Duarte Rd.) and Magnolia Avenue (at the railroad crossing). The closures are required to allow crews to complete grade crossing improvements.

Citrus Team Will Compete in Auto-Mileage Contest
An automotive team from Citrus College, which serves Monrovia, will be one of 125 student teams from across the Western Hemisphere competing at the eighth annual Shell Eco-marathon Competition to determine which student-built vehicle can travel the farthest distance using the least amount of energy.
The Citrus Automotive and Physics Eco-marathon (CAPE) Owls - an interdisciplinary research group composed of seven physics and automotive technology students - was selected to compete in the global event taking place April 24-27 at the Discovery Green Park in Houston. This is the Owls' first time in the event.

My wife and I had dinner at the Monrovia Chili's tonight, and this device was on the table. It lets you re-order (not your initial order) drinks, order dessert, play games (for $.99), read USA Today, and pay your bill. You cannot order appetizers or main dishes (you can preview some dishes), though it is easy to see that day coming. I suspect this will result in fewer servers in the long run.

Trail Into Monrovia's Hillside Recreation Area May Open in July
If all goes well, the Cloverleaf entry point to the city's Hillside Preserve in the foothills above Monrovia could be open this July.
Monrovia City Council Member Becky Shevlin writes that Recreation Supervisor Kerri Zessau updated the Community Services Commission during last night's meeting on Cloverleaf access and said she and new Community Services Director, Tina Cherry, "will be meeting with the City Attorney next week to discuss progress with the access issue; that they have finally now been able to meet with [a Cloverleaf property owner] but that she believes the City is still on track to, if necessary, bring this issue back to City Council in June and if all goes well, to have it open in July."

Monrovia Police: 'Zero Tolerance' for Driving-While-Phoning
As part of April's Distracted Driving Awareness Month campaign, the Monrovia Police Department will be joining with over 200 local law enforcement agencies and the California Highway Patrol in a month long "zero tolerance" enforcement and education campaign to curb those texting or operating hand-held cell phones while driving. Officers will be on alert throughout the month for those who break the cell phone laws and place themselves and others in danger. Special high-visibility enforcement operations to cite cell phone violators will take place throughout the month of April.
The increased enforcement and education aims to persuade drivers to recognize the dangers of distracted driving and reduce the number of people impacted by this perilous behavior. The "It's Not Worth It!" theme emphasizes that a phone call or text isn't worth a hefty fine or a collision. The current minimum ticket cost is $161, with subsequent tickets costing at least $281.
"We take the issue of distracted driving very seriously," said Monrovia Police Sergeant Daniel Verna, "because we see the aftermath of these totally preventable crashes. Is that text message or cell phone call really worth $161, or worse, someone's life?"
Drivers who use hand-held devices are four times as likely to get into crashes serious enough to injure themselves. In addition, studies show that texting while driving can delay a driver's reaction time just as severely as having a blood alcohol content of a legally drunk driver. According to research, sending or receiving a text takes a driver's eyes from the road for an average of 4.6 seconds. Even a three second glance at freeway speeds means a driver has traveled the distance of a football field.
Research shows that there is no difference in the risks between hands-free and hand-held cell phone conversations, both of which can result in "inattention blindness" which occurs when the brain isn't seeing what is clearly visible because the driver's focus is on the phone conversation and not on the road. When over one third of your brain's function that should be on your driving moves over to cell phone talking, you can become a cell phone "zombie."

Monrovia Resident Says City Overcharging for Building Permits
Monrovian Chris Ziegler is charging that the City of Monrovia is out of compliance with state law by overcharging for building permits.
Ziegler, who said he will be running for mayor in the next election, said that California's Fee Mitigation Act limits the amount that can be charged for city fees to the cost of providing the service, and that the fees are not supposed to generate revenue for the city, only offset costs. However, he said, when he installed a solar system at his house in 2012 he was charged $768, a $688 building permit and $80 for the plan check, which he said is far more than the service cost.
He said he calculated the total inspection time was seven minutes and thirty seconds. He estimated that by driving from the City Hall parking lot to his house and adding the amount of time at the site that the inspector spent at his house, then took the hourly wage of the city worker, which he said was $45, and doubled it to take into account benefits, then added a dollar per mile for mileage costs.
"When you get above $200 it is a stretch to justify it," he said.
He said the city has told him that his bill included other costs associated with the project, but he said any additional costs are supposed to be explicitly enacted by ordinance, so that, for instance, if an inspector has a long drive time to inspect a site, that should be explicitly covered by a city ordinance.
He added that the city told him in March 2013 that it would look into the matter, but he has not had any updates.
I wrote to Interim City Manager Fran Delach and asked him for a response, which he provided, here:
Two bills signed in 2012 place limits on the fees that cities can charge for a solar permit. AB 1801 specifies that a local government cannot base the fee for a solar permit on the value of the solar system or the value of the property on which the system will be installed. It also requires the local government to separately identify every fee charged on the invoice provided to the applicant.
SB 1222 restricts a city, county, city and county, or charter city from charging more for a solar permit than the estimated reasonable cost of providing the service for which the fee is charged. The law further provides specific limits on the dollar amount local governments may charge for a permit:
- Residential solar energy systems: $500, plus $15 for every kilowatt (kW) over 15 kW
- Commercial solar energy systems: $1,000 for systems up to 50 kW, plus $7 for every kW between 51 kW and 250 kW, plus $5 for every kW over 250 kW
The restrictions of SB 1222 only apply to roof-mounted PV systems, not ground-mounted systems or solar thermal systems. The law also gives local governments the ability to exceed these cost limits by resolution or ordinance if they provide substantial evidence of the reasonable cost to issue the permit, and meet other criteria. In response, the City has taken several actions. We continue to use the valuation method but cap it at 500.00. Ziegler, who said he will be running for mayor in the next election, said that California's Fee Mitigation Act limits the amount that can be charged for city fees to the cost of providing the service, and that the fees are not supposed to generate revenue for the city, only offset costs. However, he said, when he installed a solar system at his house in 2012 he was charged $768, a $688 building permit and $80 for the plan check, which he said is far more than the service cost.
He said he calculated the total inspection time was seven minutes and thirty seconds. He estimated that by driving from the City Hall parking lot to his house and adding the amount of time at the site that the inspector spent at his house, then took the hourly wage of the city worker, which he said was $45, and doubled it to take into account benefits, then added a dollar per mile for mileage costs.
"When you get above $200 it is a stretch to justify it," he said.
He said the city has told him that his bill included other costs associated with the project, but he said any additional costs are supposed to be explicitly enacted by ordinance, so that, for instance, if an inspector has a long drive time to inspect a site, that should be explicitly covered by a city ordinance.
He added that the city told him in March 2013 that it would look into the matter, but he has not had any updates.
I wrote to Interim City Manager Fran Delach and asked him for a response, which he provided, here:
Two bills signed in 2012 place limits on the fees that cities can charge for a solar permit. AB 1801 specifies that a local government cannot base the fee for a solar permit on the value of the solar system or the value of the property on which the system will be installed. It also requires the local government to separately identify every fee charged on the invoice provided to the applicant.
SB 1222 restricts a city, county, city and county, or charter city from charging more for a solar permit than the estimated reasonable cost of providing the service for which the fee is charged. The law further provides specific limits on the dollar amount local governments may charge for a permit:
- Residential solar energy systems: $500, plus $15 for every kilowatt (kW) over 15 kW
- Commercial solar energy systems: $1,000 for systems up to 50 kW, plus $7 for every kW between 51 kW and 250 kW, plus $5 for every kW over 250 kW
The restrictions of SB 1222 only apply to roof-mounted PV systems, not ground-mounted systems or solar thermal systems. The law also gives local governments the ability to exceed these cost limits by resolution or ordinance if they provide substantial evidence of the reasonable cost to issue the permit, and meet other criteria. In response, the City has taken several actions. We continue to use the valuation method but cap it at 500.00. Monrovia Assemblymember's Bill Would Increase Vandalism Fines in San Gabriel Mountains
A bill by Monrovia's Assemblymember, Chris Holden, to increase penalties for vandalism and illegal dumping in the Santa Monica Mountains Conservancy (which includes parts of the San Gabriel Mountains) was approved late Monday in the Assembly Natural Resources Committee. AB 1767 would increase the maximum fine for dumping, defacing or destroying property on Conservancy properties to $1,500 and would increase the fine for infractions to not more than $750. Monrovia Police: Meat Burglary; Dog vs. Dog; Fighting; Alcohol
[Monrovia Police activities from the Police Department's Neighborhood Watch Report for April 3-6. - Brad Haugaard]
Following are the weekend’s highlighted issues and events.
Commercial Burglary – Suspect Arrested
On April 3 at 6:32 p.m., an adult male entered a business in the 100 block of West Foothill with an empty bag and selected over 150 dollars in meat products and concealed them. He left the location without paying and was detained by security. An officer responded and the suspect was arrested and taken into custody.
Vehicle Burglary
On April 4 at 4:54 a.m., an officer was on patrol in the 700 block of West Huntington and noticed a Chevrolet Tahoe with damage to the rear door window in a hotel parking lot. He approached the vehicle and saw the rear seat was missing. The officer was able to locate the owner, who indicated the seat was there before he entered the hotel for the night. The investigation is continuing.
Residential Burglary
On April 4 at 4:02 p.m., a residential burglary was reported in the 500 block of East Colorado. The victim left his back door open for his dogs. Unknown suspect(s) entered the residence and took his television, which was located just inside the back door. The investigation is continuing.
Juveniles Fighting – Subjects Cited
On April 4 at 7:49 p.m., officers responded to the area of Myrtle and Palm regarding a fight in progress. A group of female juveniles were arguing and the argument escalated into a physical confrontation. Officers arrived and two female juveniles were cited for fighting.
Animal Problem
On April 4 at 11:21 p.m., a male subject was walking his leashed pit bull in the 200 block of West Walnut when a smaller dog rushed up and the two dogs began to bite each other. The owners tried to break up the dogs; one of the owners sustained a dog bite and the smaller dog sustained large lacerations. Pasadena Humane Society was called out to handle the incident and the bite victim was treated by the Monrovia Fire Department.
Drunk in Public – Suspect Arrested
On April 5 at 8:00 p.m., a citizen called to report a male subject drunk in front of a business in the 300 block of West Huntington Drive. The intoxicated subject had pushed another subject when he was approached. An officer arrived and determined the subject was drunk in public and placed him under arrest. The subject was argumentative and required sobering before he could be booked for the charges several hours later.
Driving Under the Influence of Alcohol – Suspect Arrested
On April 5 at 9:01 p.m., officers on patrol observed a vehicle driving on the wrong side of the road and then it ran a red light in the area of Myrtle & Palm. The vehicle was stopped and the driver was determined to be driving under the influence of alcohol. The driver was arrested and taken into custody.

Monrovia's Fountain to the Falls Run/Walk May 10; Sign Up Now
Monrovia's fourth annual Fountain to the Falls Run/Walk will be held Saturday, May 10, at 7 a.m. It is a 7 mile out-and-back race, from the Library Park Fountain to the Canyon Park Waterfall, and is offered in cooperation with the Santa Anita Family YMCA. First through third place awards will be given for each age category. The race is limited to 400 participants and advance registration is required. No race day registration will be accepted. The $35 entry fee (a registration fee is added to each entry) includes a t-shirt. Registration will only be accepted on-line at www.active.com. No late starts or unregistered participants will be permitted. Registration will be accepted through Thursday, May 9, or until filled. McDonald's First Restaurant was in Monrovia | Albertson's Airport Mural
~ The precursor to the McDonald's restaurants was actually in Monrovia, according to writer Sylvia Dohnal. In 1937, at the Monrovia Airport, just south of Huntington, between Shamrock and Mountain, Patrick McDonald opened "The Aerodrome" (burgers and orange juice for a nickel). He later moved to San Bernardino, opened a "McDonald's," then Ray Kroc came along and, well, you know the rest.

Fellowship Monrovia Plans Offices at Huntington and California
Proposed office and meeting building for Fellowship Monrovia church.
Fellowship Monrovia, a church which began just over two years ago in the Monrovia Community Center, then moved to the Monrovia High auditorium, is now planning to occupy a 13,000 square foot light industrial building at the northeast corner of Huntington Drive and California for "office space, evening gatherings and a Sunday satellite meeting room," according to a city staff report for the Monrovia Planning Commission. Comment: I don't know if this is exactly the meaning, but the phrase "satellite meeting room" suggests a video-connected overflow area, and for a two-year-old church that uses the big MHS auditorium to need an overflow area is pretty amazing.
