Following are the weekend's highlighted issues and events. 

                   

Vehicle Burglary

On July 26 at 8:34 a.m., a vehicle burglary was reported in the 100 block of East Greystone.  The victim reported someone entered her unlocked vehicle during the night and took a gas credit card, change, receipts and a cup holder.  Investigation continuing.

 

Vehicle Burglary

On July 26 at 12:39 p.m., an officer responded to the 100 block of West Olive regarding a vehicle burglary.  The victim reported that someone broke in to her vehicle sometime during the night and took property from her vehicle.  She had parked her vehicle in the parking structure and returned to find her driver's door ajar.  The property taken was a baby stroller and a pair of Gucci sunglasses. No signs of forced entry. Investigation continuing.

 

Residential Burglary

On July 26 at 3:34 p.m., an officer went to the 1300 block of Orange regarding a residential burglary.  The suspect(s) broke a bedroom window to the rear of the house and made entry. The suspect(s) took gold jewelry items and a portable 7" TV. It appears they left the same way undetected. Investigation continuing.

 

Bear Incident

On July 27 at 6:59 p.m., a small bear tore the screen off of a residential window and entered the residence in the 800 block of Ridgeside.  It ate some cat food that was placed on the kitchen floor and left the location.  Approximately 20 minutes later the bear returned and ate more cat food that was placed on the front porch which was intended for the cat.

 

Criminal Threats

On July 28 at 8:10 p.m., officers responded to the 100 block of West Foothill regarding a male subject who verbally threatened to kill the security guard.  The security guard pepper sprayed the subject and called the police.   The subject was located and arrested for criminal threats.

 

Suspicious Device

On July 28 at 8:20 p.m., officers responded to the 1800 block of Estrella Avenue regarding a suspicious device that was affixed to a street sign.  In the interest of public safety Monrovia Police Officers evacuated residents and established a perimeter around the immediate area.  The Los Angeles County Sheriff's Bomb Squad was notified and arrived within 30 minutes.  Sheriff's Deputies detonated the device and rendered it safe. Residents were allowed to return to their homes.  The device was not found to be an explosive.

 

Stranded Hikers

On July 29, a Monrovia Police Dispatcher received a phone call from a man who claimed he was on the Red Box Trail, he and a friend started a hike from Mount Wilson.  They followed the trail, but got turned around, ran out of water and his phone was dead.  The dispatcher had his phone number so she contacted the phone company and they were able to determine the general location of the phone.  Los Angeles County Sheriff's Department was contacted and given the coordinates from the phone and the Sheriff's Rescue Helicopter Team located the hikers.

Warrant - Suspect Arrested

On July 25, Special Enforcement Team members conducted a traffic stop at California and Los Angeles. The passenger of the vehicle is a known gang member with a no bail warrant for his arrest. He was taken into custody.

On July 25, Special Enforcement Team members conducted a pedestrian check in the 200 block of East Maple on a known gang member.  He was arrested for an outstanding Monrovia Police Department warrant.

Monrovia's Green Dot Stock Falls Off a Cliff - Down 61.15%

The stock of Monrovia's Green Dot took a huge plunge today, dropping $14 per share, a fall of 61.15%, to end the day at $9.06. The fall resulted in a class action suit on behalf of shareholders filed by Glancy Binkow & Goldberg LLP. Here is the announcement of the suit ( http://goo.gl/PSk3w ), which says the stock fell because the company updated its outlook for the rest of the year to reflect increased competition. The suit claims the company "made false and/or misleading statements, as well as failed to disclose material adverse facts..."

Monrovia Police: Threatening Phone Calls, Watch Out for 'Distraction' Burglaries

During the last seven-day period, the Police Department handled 536 service events, resulting in 86 investigations.

 

Threats / Annoying Phone Calls

July 23 at 5:09 p.m., a mental health facility in the 2600 block of South California called to report a disturbed client who was making threatening phone calls and was now at the facility.  The client is a 42-year-old, male Hispanic subject.  He was upset at his doctor and was demanding a termination of service form.  The subject is schizophrenic, off his medication, and was acting oddly and making wild allegations.  Officers responded, but the subject left the location prior to their arrival.  The suspect was not located.  The investigation is continuing.

 

Vehicle Burglary

July 24 at 8:58 p.m., a vehicle burglary was reported in a business parking lot in the 700 block of East Huntington.  The burglary occurred between 7:15 and 8:45 p.m.  The victim left the windows of the vehicle down 4 to 5 inches.  A wallet and the car stereo were stolen.  Investigation continuing.

Distraction Burglaries - Don't Be a Victim

Recently, there have been a number of burglaries in the San Gabriel Valley where suspects have posed as either city workers or utility workers.  Please be cautious anytime someone comes to your door claiming to be a utility worker.  In these recent cases, the suspect wore a shirt and/or hat that identified him as a worker with a particular city or utility.  They convinced the resident to go into the backyard to look at either an electrical pole or some other meter.  While the victim is distracted in the backyard, a second suspect enters the home, ransacking various rooms and stealing property.  In each case, the suspect has either had a cell phone or wireless headset that allowed him to keep in contact with the second suspect.

  

Anytime someone contacts you at your residence claiming to be a utility or city worker, request that they show you valid identification.  A genuine caller will be happy to comply and there is no need to be embarrassed.  Distraction burglars often target single occupant homes and the elderly, but anyone can become a victim if you are not on your guard.  Remember, you do not have to open your door to anyone.  If you have any concerns about the validity of their employment, please call the Monrovia Police Department and have an officer come out and verify that they are a legitimate utility or city worker.

Green Dot Signs Deal, Reports Earnings | Aerospace in Monrovia

~ Monrovia's Green Dot has signed a deal with UniRush, provider of the prepaid Visa RushCard. "The Agreement provides that Green Dot Bank will serve as the exclusive issuer of the retail version of the RushCard.... Gold Line Spokesman Concerned About Measure R

Gold Line spokesman Habib Balian commented on the San Gabriel Valley Council of Governments' (SGVCOG) support of Measure R, saying, "it is unfortunate that Metro continues to deny the Foothill Extension project," and that "the Construction Authority will continue to raise questions about the validity of the approved expenditure plan for the Measure's extension as it relates to our project."

According to this article ( http://goo.gl/ZMmFT ), the reason extending Measure R got SGVCOG's approval is because of an amendment that would allow the Metro to divert highway funds for Metro projects, though not requiring those funds to go to the Gold Line. So, if the Metro board decides to, it might pay to extend the Gold Line past Azusa.

Opinion: As I understand it, the original Measure R mandated the track would go to Claremont. Now, in what appears to be a flat violation of that mandate, Metro is denying the funds to make that happen. So... they aren't even attempting to follow the current law but SGVCOG wants us to give them more money so maybe someday if they feel like it they might extend the track to Claremont? This is highly unpersuasive.

Following are the weekend's highlighted issues and events.

Vehicle Burglary / Fraud

July 19 at 10:10 a.m., a vehicle burglary was reported in the 800 block of West Foothill. Sometime between 5:00 p.m. on July 18 and 10:00 a.m. on July 19, suspect(s) used an unknown object to break the front passenger window, reach in and remove the victim's purse from the front seat. The suspect(s) attempted to use the victim's credit cards that were in the purse at several locations in town and made an online purchase. Investigation continuing.

Domestic Violence

July 19 at 1:06 p.m., officers responded to the report of domestic violence in progress in the 100 block of Melrose. The female victim and her boyfriend were arguing, and the argument led to the male striking the female on the forehead and on the right side of her torso. The male subject left the location prior to officers arriving. The female complained of pain to her right side. She was checked by Monrovia Fire Department paramedics and taken to a local hospital. A wanted person entry was completed for the suspect. Investigation continuing.

Vehicle Burglary

July 20 at 7:03 a.m., a vehicle burglary was reported in the 400 block of Meadow Lane. The victim parked the vehicle in the street in the evening and returned to the vehicle the next morning to find a window had been smashed. An Ipod was taken from the vehicle. Investigation continuing.

Forgery / Counterfeit Money – Suspect Arrested

July 20 at 9:45 p.m., a 16-year-old male suspect passed a counterfeit $20.00 bill at the Monrovia Family Festival at a business on Myrtle and Lemon in exchange for merchandise. The clerk confronted the juvenile suspect and he ran east on Lemon. A group of citizens chased the suspect and detained him. Friday night bike patrol officers were first to arrive at the location and took custody of the suspect.

Subsequent investigation revealed the suspect was in possession of 9 additional counterfeit $20.00 bills. All of the bills were of poor quality and several of them had identical serial numbers. The suspect was arrested and the Secret Service was contacted. Investigation continuing.

Contributing to the Delinquency of a Minor – Suspect Arrested

July 21 at 12:50 a.m., officers responded a residence in the 200 block of Valle Vista regarding juveniles consuming alcohol at the location. Investigation revealed an 18-year-old male subject was hosting a gathering of 11 minors at his residence while his parents were out of town. Several of the minors were consuming alcohol at the location. Empty beer cans and plastic cups were found. The 18-year-old resident did not have any identification in his possession. He was arrested for contributing to the delinquency of a minor.

Monrovia's Staar Surgical Reports Q2 Earnings

Monrovia's Staar Surgical, which makes surgically implanted lenses for the eye, reports its second quarter revenue for 2012 is not quite as good as the second quarter of 2011 but is up a half a million from this year's first quarter.

"Total revenue is expected to be approximately $16 million compared with $16.3 million in the second quarter of 2011 and $15.5 million in the first quarter of 2012. Visian ICL sales increased in all three regions though at a less than anticipated level in Asia Pacific and Europe."

Monrovia's Business Reach-Out Program

Having won the Most Business Friendly City in Los Angeles County (small cities category), city staff is trying to cement that title by visiting local businesses. So far city staff have visited 10 local businesses. No, Monrovia is Not Going Broke

Monrovia City Manager Laurie Lile writes that, "Contrary to what you may have read in newspapers or heard on radio news reports, the City of Monrovia is not going broke."

She explains that it was a legal glitch, created when the state eliminated redevelopment agencies, that prevented Monrovia from refinancing its redevelopment debt. The legal problem has now been corrected, and Monrovia can pay its debts.

Monrovia Police: Robbery on Huntington, Theft/Robbery Suspect Awaits Trial

During the last seven-day period, the Police Department handled 515 service events, resulting in 92 investigations.

Grand Theft Auto

July 16 at 1:35 p.m., a vehicle was reported stolen from the 1800 block of South Mountain. The victim parked her car on the street at 9:00 a.m., and when she returned to the car at about 12:00 p.m., she found it had been stolen. The vehicle is a green, 2000 Honda Civic. Investigation continuing.

Vehicle Burglary

July 16 at 2:56 p.m., the victim of a vehicle burglary that occurred in the 900 block of Monterey came to the police station to file a report. The victim parked his 2007 Chrysler 300 in his carport and locked the vehicle. When he returned to the car in the morning, the trunk was slightly open and his driver-side door was unlocked. The center console had been ransacked and a gym bag was stolen that contained his wedding band and his keys. The investigation is ongoing.

Robbery

July 16 at 6:55 p.m., an officer responded to a business in the 300 block of West Huntington on the report of a robbery. The store owner observed a male suspect leaving the store without paying for merchandise he was carrying. When she approached him, the suspect pushed her aside. Her husband then grabbed the suspect by his shirt and was punched by the suspect. The suspect ran out of the location to a waiting vehicle that was driven by another male suspect. They fled in the vehicle southbound on Magnolia.

The suspect is described as a male Hispanic, 25-30 years old, 5'10", heavyset with a mustache, wearing a black baseball hat, gray Dodgers shirt, and black and white plaid shorts. The suspect vehicle is a newer-model, four-door, gray Nissan with Carmax paper plates. Investigation continuing.

Grand Theft Auto

July 17 at 6:47 a.m., a vehicle was reported stolen from the 200 block of West Cypress. The victim parked his white, 2003 Chevy Silverado around midnight and locked it. He returned to the vehicle at 6:30 a.m. the next morning and found his truck had been stolen. He did not hear or see anything unusual. Investigation continuing.

Residential Burglary

July 17 at 7:02 p.m., an officer was dispatched to a residence in the 200 block of West Colorado regarding a residential burglary. The burglary occurred sometime between 6:00 p.m. on July 16 and 6:30 p.m. on July 17. The suspect(s) entered through an unlocked rear sliding glass door. Three laptop computers, an iPad, and two cameras were stolen. Investigation continuing.

Possessing Stolen Property / Resisting Arrest – Suspect Arrested

July 18 at 2:16 a.m., an officer on patrol saw a male subject riding a bicycle while pulling another bike through a parking lot at Myrtle and Foothill. When the subject saw the officer approaching, he immediately dropped both bikes and ran westbound, towards Primrose. The suspect evaded officers for a short time, but was eventually detained.

The suspect told the officer he had just stolen both bicycles; however, when he offered to show the officers where he had taken them from, no victims could be located. The suspect was arrested for suspicion of possessing stolen property and resisting arrest. Police will attempt to locate the victims.

Suspicious Persons / Grand Theft Auto – Suspects Arrested

July 18 at 5:22 p.m., a caller reported two suspicious persons in the 600 block of West Foothill. The reporting party stated that a male and female subject had been sitting in a vehicle with collision damage for over half an hour and the caller did not recognize them. Officers responded and were informed by dispatch while on their way to the location that the vehicle was reported stolen to the Ontario Police Department. Officers arrived and detained the male and female suspects.

The male suspect detained in the driver's seat is a known gang member. Both suspects were determined to be under the influence of a controlled substance and a pipe used to smoke controlled substances was found. The suspects were arrested.

Vehicle Burglaries

July 18 at 9:32 p.m., police responded to the 800 block of West Huntington regarding two vehicle burglaries that occurred in a business parking lot. The two vehicles were parked near each other. The suspect(s) smashed a window on each vehicle and stole laptop computers from the vehicles. Investigation continuing.

Detective Bureau Case Follow-up

Theft / Robbery – Suspect Arrested and Awaiting Trial

Over the course of two weeks, a male Black suspect committed thefts at three locations in Monrovia. On one occasion, the suspect forced his way past the store clerk, striking him on the chest, which constitutes robbery. This suspect has been contacted numerous times recently, in addition to the thefts, for pan handling and threatening customers when they refuse to give him money.

This case was assigned to a detective, who through investigation, was able to obtain a felony warrant for the suspect's arrest, which was entered into the system. The detective searched for the suspect at locations he frequented and found him walking on Myrtle Avenue, near one of the theft locations. He was taken into custody without incident. The suspect is awaiting trial.

Robbery – Suspects Identified

On June 10, a 15-year-old girl was a victim of a robbery when two female suspects shoved her and took her cell phone. Officers had a description of the suspects and photos from a business security camera.

On July 16, a detective observed two subjects that appeared to be the suspects from the robbery. He contacted the subjects and identified them. The victims confirmed they were the suspects of the robbery. The suspects were interviewed and admitted to the crime. Charges will be filed with the District Attorney.

Julie Roybal takes Helm of Rotary Club of Monrovia - Plans Service Projects

Julie Roybal took up the gavel this week as new president of the Rotary Club of Monrovia in the humanitarian civic group's annual changing of the guard.

She said: "We are a very energized and excited club with lots of good ideas. The highlight for us this year is the Service Saturdays that we will do throughout the year. We currently have the following projects planned for the coming year: Clean Up Monrovia, paint the Rotary Bandshell in Library Park, Christmas program at Monrovia Memorial Hospital, as well as programs in conjunction with the Monrovia Fire Department, School District and City to address the needs of our community."

Roybal brings with her experience as a YMCA Board Member at Large, Monrovia Chamber of Commerce Ambassador, Arcadia Association of Realtors Affiliate and Monrovia Rotary Board member for the past three years.

She has been a member of the Monrovia Rotary Club for the past four years and is a licensed Property and Casualty /Life and Health Insurance Broker for Bolton & Co. in Pasadena and is an active volunteer in the community.

Roybal is single and lives with her Cocker Spaniel, Lola.

Outgoing president Thomas Hould handed over the reins to Julie Roybal at the traditional demotion party. Thomas Hould left a strong legacy in the club, including our biggest scholarship year ever. The Rotary Club of Monrovia gave away $22,700 this past year to local students.

Monrovia Police: Home Invasion Robbery, Faucet Theft, Child Endangerment, Etc

Following are the weekend's highlighted issues and events.

 

Grand Theft From a Vehicle

July 12 at 9:47 a.m., a theft from a vehicle was reported in the 200 block of West Palm.  The victim parked her vehicle in the rear parking area of her complex for the evening.  She is unsure if she locked the vehicle.  She returned to the vehicle in the morning and discovered her work laptop was missing.  There were no signs of a break-in.  Investigation continuing.

 

Commercial Burglary

July 12 at 2:36 p.m., an officer was dispatched to a business in the 1600 block of South Mountain regarding a commercial burglary.  A male and female suspect had stolen merchandise from the Glendora location of the business.  The items taken were two bathroom faucets.  The suspects were in a silver Chevy Impala with tinted windows.  The two suspects showed up at the Monrovia store and were trying to return the stolen merchandise.  Loss prevention personnel from the Monrovia store called police to report the suspects were in a vehicle leaving out the main entrance.  An officer responded, but the vehicle had already left the location.  The female suspect had returned the items and was given store credit.  She had presented her driver license at the time of the return.  An officer completed a want for the female suspect that was entered into the computer system.  Investigation continuing.

 

Grand Theft

July 12 at 3:37 p.m., a robbery occurred at a business parking lot in the 300 block of West Huntington.  The victim was placing groceries in the trunk of her vehicle when the suspect approached her on a bicycle.  He asked her if she knew of a video store nearby.  The victim turned to look and point at a video store across the parking lot, and when she turned to look back at the suspect, she saw him take her wallet out of her open purse, which was in the front of the shopping cart.  The suspect rode away on the bicycle, south on Magnolia.  The suspect is described as a 16 or 17-year-old male White with red hair, freckles, wearing a light blue t-shirt and jeans.  Investigation continuing.

 

Injury Traffic Collision - Vehicle vs. Pedestrian

July 12 at 6:51 p.m., officers responded to the 800 block of South California regarding a traffic collision with injuries.  A 16-year-old male was riding his bike east on Walnut, approaching California, when he entered onto California without making the stop or checking northbound traffic.  He collided with a vehicle traveling north on California.  The juvenile sustained some bruises and abrasions, and he bumped his head.  He was taken to a hospital for treatment.

 

Driving Under the Influence of Alcohol - Suspect Arrested

July 13 at 2:27 a.m., an officer stopped a vehicle in the 2200 block of South Myrtle Avenue for speeding, and the driver was found to be under the influence of alcohol and drugs.  He was also driving with a suspended license and has two prior incidents of driving under the influence.  The driver was arrested.

 

Stolen Vehicle

July 13 at 8:27 a.m., a vehicle was reported stolen from the 1300 block of Monterey.  The victim parked her 1992, four-door, burgundy Honda Civic on the street in the evening.  She returned to it the next morning and found it missing.  The victim locked the vehicle, but the front passenger door on the vehicle does not lock.  Investigation continuing.

 

Grand Theft Auto

July 13 at 5:10 p.m., a vehicle was reported stolen from the 600 block of West Lemon.  The victim left for work at 6:30 a.m. in the morning and left his 2006, black Isuzu Ascender parked in the driveway.  All of the doors were locked and a club steering lock was in place.  He returned home at 5:10 p.m. and found the vehicle was missing.  There was no broken glass on the driveway.  Investigation continuing.

 

Vehicle Burglary

July 13 at 10:32 p.m., a vehicle burglary was reported in the 100 block of West Lemon.  The victim parked her vehicle in the parking garage of her apartment complex and locked it.  When she returned to her vehicle, she found the passenger side rear window down and her garage clicker and wallet were missing from the center console. The victim reported that her window was broken and could be slid down easily.  Investigation continuing.

 

Strong-Arm Robbery - Suspect Arrested

July 14 at 12:22 a.m., an officer responded to a strong-arm robbery that occurred at Mayflower and Huntington.  The victim was on his bicycle waiting for the light to change when approached by a suspect who told him to give him his bicycle.  When the victim asked why he should give him the bicycle, the suspect pushed the victim off the bike, causing him to fall to the ground.  The suspect then fled westbound on the bicycle.  Officers arrived and spotted the suspect on the bike, but he was able to elude them. Officers continued searching the area and eventually found him behind a business in Arcadia.  The suspect was positively identified by the victim.  He was arrested and taken into custody.

 

Theft From a Vehicle

July 14 at 3:42 p.m., a vehicle theft was reported in the 200 block of East Scenic. The victim parked his vehicle on the street in front of his residence at 1:30 a.m.  He returned to the vehicle at 12:30 p.m. the next day and found the center console and glove compartment open.  He reported a brown leather wallet missing from the center console containing identification and a debit card.  Other miscellaneous items were taken from the glove box.  The windows were left rolled down about two inches and the victim may have left the vehicle unlocked.  Investigation continuing.

 

Child Endangerment - Suspect Arrested

July 15 at 4:24 p.m., a male and female subject arrived at a business in the 700 block of East Huntington with their child from their home in Duarte.  The male is bi-polar and off his medications and had been making threats to the female that he would kill everyone in the house if she ever called the police on him in the future to have him taken to the mental hospital.  The female went into the business alone and called the police for help.  When officers arrived, the male exited the car with the baby in his arms and ran into the business, ignoring officers' commands to stop and put the baby down.  The business was evacuated. 

 

Officers arrived and ordered the male subject to put his baby down, but he refused and yelled at the officers to shoot him.  The officers were able to get the child from the subject.  The suspect was subdued and taken into custody.  An emergency protective order will be obtained for the child and mother.  The Department of Child and Family Services will also be notified regarding the child endangerment. 

 

Home Invasion Robbery

On Sunday, July 15, 2012, at approximately 6:40 p.m., Monrovia police officers responded to the 200 block of East Chestnut regarding a late reported home invasion robbery investigation.  One female adult victim was at home during the incident and she was not harmed.      

 

The victim told officers that at approximately 4:50 p.m., she arrived home and went directly to her upstairs bedroom, when she heard the sound of something being knocked over downstairs.  The victim was in the process of returning downstairs to investigate the sound when she was immediately confronted by a suspect armed with an unknown caliber handgun.  The suspect ordered the victim to lie down on her bedroom floor as he blocked her vision by wrapping a t-shirt around her face.  The suspect remained in the bedroom monitoring the victim as a second suspect ransacked the residence.  The suspects eventually left the location without further incident.  The victim was scared and went directly to a relative's house in Los Angeles before reporting the incident to the police.

 

The investigation revealed that the suspects entered the victim's apartment by removing the exterior living room window screen and pulling the sliding living room window off of the track.  Once inside the residence, the suspects stole a laptop computer, a play station console and a wallet.  The suspects left the location by exiting the front door.  The victim described one suspect as a male black in his early 20's with short black hair, approximately 5'06", and wearing a t-shirt.

Possession of Methamphetamine - Suspect Arrested

July 11 at 4:56 p.m., the Special Enforcement Team was on patrol at a park in the 300 block of South Myrtle.  One subject was arrested for possession of a methamphetamine pipe and one was cited for littering. 

 

Burglary Warrant - Suspect Arrest

July 11 at 7:39 p.m., the Special Enforcement Team stopped two suspicious subjects on Lemon, near Magnolia.  One subject was arrested for an outstanding wanted persons warrant for burglary out of San Dimas Sheriff's Department.  The suspect was arrested and taken to the San Dimas Sheriff's Station. 

 

Drunk in Public - Suspect Arrested

July 12 at 6:04 p.m., the Special Enforcement Team responded to a call of a subject harassing customers at a business parking lot in the 300 block of West Huntington.  The subject was contacted and arrested for being drunk in public.

 

Warrant - Suspect Arrested

On July 14, Special Enforcement Team assisted patrol on the surveillance of a vehicle on Ivy, north of Los Angeles, where the registered owner had several outstanding warrants.  The vehicle was stopped and the female driver was arrested.  The vehicle was stored since her license was expired.

Opinion: Citrus College Celebrates a Banner Year of Achievements and Accomplishments

By Mrs. Joanne Montgomery, President, Citrus Community College District Board of Trustees

Citrus College has ended the 2011-2012 academic year with a series of celebrations and activities.  There were many wonderful accomplishments to be proud of despite a year of budget challenges.  As president of the Citrus Community College District Board of Trustees, I applaud the college's students, faculty and staff for their tenacity and collaboration, and I am honored to share some of these end-of-the-year highlights.

One week after its 97th anniversary, Citrus College conferred more than 1,300 associate degrees—an all-time high for the second consecutive year.  This historic number of graduates illustrated the fact that more students are choosing Citrus College as the first step in their journey to obtain a college education.  It also reflects a trend among the nation's community colleges that underscores the need for these viable and productive institutions.

For the sixth consecutive year, Citrus College garnered recognition as a national leader among the nation's 1,200 community colleges in awarding associate degrees.   Community College Week magazine's annual "Top Producers" issue listed the college on five of its 44 lists - a record number for the institution.  The rankings and categories included 33rd in associate degrees awarded to Hispanic students, 65th in associate degrees awarded to all minority students and 87th in associate degrees awarded to Asian-American students.  These institutional successes are a direct reflection of our students' stellar academic performances.  

I am very proud of the fact that students from Monrovia continue to excel at Citrus College.  Ryan Keenan, a Monrovia High School graduate, was selected as a Key of Knowledge student, the college’s highest academic honor. A recipient of an American Society of Architects and Engineers scholarship, Ryan will attend Cal Poly Pomona as an architecture major.  Austin Dyche, Christian Hansen, Julia Horejsi and Haley Keavy of Monrovia were honored among the college’s Top 100 Students for their academic achievements.  In addition, Blanca Chanta and Teresa Ibarra Casteneda were among the first class of graduates to receive Associate Degrees for Transfer, enabling them to transfer into the California State University system as juniors.  I congratulate these students for their accomplishments, and I wish them well in their educational and professional endeavors.

Huff Says State Has Given Cities Three Days to Pay Millions in New Fees

Senator Bob Huff, who represents Monrovia, reports that one of the "trailer bills" to the state budget, AB 1484, tells counties to take money from cities. Huff says:

"Without warning, the State of California has given cities in the 29th Senate District a three-day notice to pay millions of dollars in newly calculated fees. The sudden and unexpected 'demand for payment' also carries a threat that any delay in payment will result in additional late fees."

Lunch at London Gastropub

Lunch at London Gastropub, on Myrtle in Old Town, yesterday. Very nice ambiance and excellent food! I got a pulled pork panini sandwich and some sweet potato fries. Sandwich came with a nice salad. Everything was really delicious. Cost $9 for the sandwich, $4 for the fries and $2.50 for iced tea, plus tax and tip.

Monrovia to Consider Agreement with Employees: 3% Cost of Living Increase, Etc.

At its July 17, 7:30 p.m. meeting, the Monrovia City Council will consider, among other things (agenda here: http://goo.gl/2TyPZ ), adopting an agreement with the Monrovia Municipal Employees' Association for fiscal years 2012-2014.

The city report says that "compensation adjustments are [now] based solely on the City's ability to pay" and not on what other cities are paying.

Summary:

"The proposed two-year agreement provides for a 3% Cost of Living adjustment and reinstatement of the performance/longevity program. Additionally, MMEA members have agreed to pay an additional 5.5% of salary towards the cost of retirement benefits, resulting in a total contribution amount of 9.946%. These changes will take effect during the first year of the agreement. The second year of the agreement does not include any further adjustments to salary or benefits."

Monrovia Cuts Energy, Saves Money - You Can, Too

The City of Monrovia reports that from 2010-2011, it saved more than $140,000 by cutting back its energy usage. "But the City only accounts for 5% of all of Monrovia's electrical use." http://goo.gl/RFPAq

If you'd like to pocket a little extra change, yourself, the city suggests:

- Turn off lights when not in use.
- Install motion-sensor lighting to light areas only when in use.
- Seal air and duct leaks.
- Insulate attics, walls and hot water pipes.
-  Use blinds, shades or curtains to repel heat.
- Replace older light bulbs with energy-efficient ones.
- Use drip irrigation or other water-conserving irrigation systems.
- Use a variable speed pool pump.

Monrovia Police: Guard vs. Skateboarder, Battery on Buttocks, Under the Influence, Etc.

During the last seven-day period, the Police Department handled 569 service events, resulting in 81 investigations.

 

Battery - Suspect Arrested

July 10 at 4:44 p.m., police were dispatched to a business in the 400 block of West Huntington regarding a battery incident.  A male adult subject walked past a female adult subject and intentionally brushed his hand on her buttocks.  The woman immediately called police, who responded and located the suspect.  Video surveillance of the business shows the suspect intentionally touch the victim.  He was arrested, booked and released on citation for misdemeanor battery.

 

Vandalism

July 10 at 5:18 p.m., a vandalism incident was reported in the 400 block of West Walnut.  Suspect(s) smashed two windows on a car, which was parked off an alley.  The windows of the vehicle were smashed, but there was no loss of property.  The female victim does not know why anyone would have vandalized her property.  Investigation continuing.

 

Petty Theft / Drunk in Public - Suspect Arrested

July 10 at 11:52 p.m., employees at a business in the 100 block of East Olive called police and reported that a suspect had just stolen a purse and ran out the door.  Two employees chased the suspect west on Olive and then south on Myrtle, where they detained him.  Officers arrived and arrested the suspect for petty theft of a purse and being drunk in public.

 

Assault with a Deadly Weapon / Vandalism - Suspect Arrested

July 11 at 7:06 a.m., dispatch received a call from a business in the 100 block of West Foothill reporting a male suspect attempting to assault a security guard.  Officers arrived and detained a male suspect who was holding a large wooden post in his hands.  The suspect refused to stop skateboarding in front of the business, where people were walking, and made threats to return and harm the security guard after he was told to leave the premises.  The suspect then walked to a city park, broke off a wooden tree support post and returned to confront the security guard.  He made attempts to intimidate the security guard by acting like he was going to strike him with the post.  The suspect was arrested and taken into custody for assault with a deadly weapon and vandalism.

 

Under the Influence of a Controlled Substance - Suspect Arrested

July 11 at 7:19 a.m., officers responded to the 800 block of West Olive regarding a subject who was acting odd and hearing voices.  Officers detained a known subject who has a history of drug use.  He was determined to be under the influence of a controlled substance.  His family stated he had been up for most of the week.

 

Traffic Collision

July 11 at 5:09 p.m., dispatch received a call reporting a UPS vehicle striking a fire hydrant.  Officers responded and determined there were no injuries involved.  The Fire Department and Water Department were requested to assess the damage and handle the large amount of water streaming from the damaged hydrant.

 

Drug Paraphernalia - Suspect Arrested

On July 11, Special Enforcement Team officers observed a possible narcotics transaction and drug use in a park located in the 300 block of South Myrtle.  Officers detained a subject who was found to have a methamphetamine pipe in his possession.  He was arrested and charged with the offense. 

 

Driving Under the Influence - Suspect Arrested

July 11 at 10:41 p.m., officers conducted a traffic stop on a vehicle at Myrtle and Camino Real and determined the driver was intoxicated.  He was arrested and taken into custody.

Free Drink at Starbucks This Friday

Get a free "tall" size "Refreshers" drink his Friday, noon to 3 p.m. at Starbucks (621 W. Huntington and in the Pavilions lot on Foothill). Starbucks says the new drinks are made with unroasted green coffee extract, fruit and fruit juices. No coffee taste. Opinion: I tried a sample today: It has a light, fruity taste. Nice.

Cheryl Reynolds, of Monrovia's Santa Anita Family YMCA, has been selected as an Honnoree for the Thirteen Annual Women in Business Awards as the recipient of the Outstanding Non-Profit Employee Award. According to a Facebook posting by the Y, "This award highlights her significant professional accomplishments as well as her outstanding commitment to our community. The YMCA is so proud to have Cheryl as part of our team."

The Monrovia Chamber of Commerce adds that: "Each year, the Women in Business Awards honor local women whose exceptional abilities have contributed to the economic vitality and diversity of the 21st State Senate [Carol Liu] and 43rd [Mike Gatto] and 44th [Anthony Portantino] Assembly Districts."

Monrovia Police: Four-Tone Truck, Punching Out Bicyclists, Two-Year Sentence for Assault, Etc.

Following are the weekend’s highlighted issues and events.

Vehicle Burglary
July 5 at 7:44 a.m., a vehicle burglary was reported in the 200 block of West Olive. The owner of a 2010 Ford Escape went to her vehicle in the morning and discovered it had been burglarized sometime during the night. The suspect smashed out a window and took music CD's. Investigation continuing.

Vehicle Burglary
July 5 at 9:08 a.m., officers were dispatched to a residence in the 200 block of West Walnut. The owner of a 2006 Honda Pilot went out in the morning to discover her car window shattered and a lug nut socket wrench stolen from the vehicle. Officers searched for witnesses and located a neighbor who had heard a car alarm during the night. She looked out her window and saw a male Hispanic, approximately 30 years old, with slicked back black hair, running from the victim's car. She did not call the police. Investigation continuing.

Robbery – Suspect Arrested
July 5 at 6:05 p.m., police responded to a market in the 1200 block of South Myrtle regarding a robbery. A suspect entered the location and selected a beer. The store clerk recognized the suspect from a couple days prior when he had also stolen a beer. The clerk told the suspect to put the beer down and leave the location. The suspect pushed the clerk out of his way and left the store with the beer. A photo line-up was presented to the clerk and he immediately identified the suspect. Later in the shift, the suspect was seen by an officer and was taken into custody.

Grand Theft Auto
July 5 at 7:35 p.m., a vehicle was reported stolen from the 900 block of South Canyon. The vehicle was parked in a condominium complex parking area when it was taken. The vehicle is a burgundy, 1995 Honda Accord. Investigation continuing.

Domestic Battery / Providing False Information to a Peace Officer – Suspect Arrested
July 6 at 1:20 a.m., officers responded to a residence in the 700 block of West Duarte. The female at the location alleged that her boyfriend had choked her after an argument and had left the location. The victim was uncooperative with officers, but provided her name and the suspect’s name. A report was taken and she was provided domestic violence information. She was told to call police if the suspect returned.

At 4:49 a.m., officers were dispatched to the residence again regarding domestic violence. Through investigation, the officers determined that a battery did occur and the male subject, who had returned to the location, was arrested. It was also discovered that the first officers on scene were given false information by the victim regarding the suspect’s name, as well as her own name. A complaint will be filed for providing false information to a peace officer.

Assault With a Deadly Weapon / Battery – Suspect Arrested
July 6 at 10:16 p.m., a motorist was driving his vehicle and became angry at a group of bicyclists. The motorist intentionally swerved his vehicle toward the bicyclists, forcing one of them to crash into a parked vehicle. The motorist then pulled to the side of the roadway, exited his vehicle and began punching another bicyclist. Police arrived and the motorist was arrested at the scene and taken into custody. The two victims’ injuries were not life threatening and they were treated at the scene by Monrovia paramedics.

Felony Vandalism
July 7 at 6:23 a.m., a vandalism incident was reported in the 200 block of West Walnut. The victim parked his truck in the evening in the parking area behind his property, which is adjacent to an alley. He returned to his truck in the morning and found the truck had been spray painted all over in four different colors. Investigation continuing.

Grand Theft Auto
July 7 at 3:49 p.m., a vehicle was reported stolen in the 100 block of West Palm. The victim parked and locked his vehicle at 10:00 p.m. and went into a business. He returned to his vehicle at about 11:55 p.m. and the vehicle was gone. There was no broken glass on the ground and there was a spare key in the glove box. The vehicle is a silver, 2011 Nissan Altima with paper plates. Investigation continuing.

Detective Bureau Case Follow-up
On February 9, 2012, a male subject carrying groceries was walking home in the area of Colorado and Violet. Three suspects approached the victim and demanded money. When the victim refused, one of the suspects held the victim as a second suspect beat the victim about the head and upper body. As the victim pled for the suspects to stop hitting him, he gave up his wallet. The suspects then fled on foot. The victim called police, and a short time later, two of the three suspects were apprehended. One of the suspects was in possession of the victim’s iPod at the time he was arrested. During interviews of the suspects, the third suspect was identified.

Detectives were assigned the case. Search Warrants were served and the third suspect was arrested at his girlfriend’s house on February 16, 2012.

Court trials have been ongoing over the past two months. On July 6, 2012, the third suspect pled to the robbery charges and received 2 years state prison, and is now a second striker.

Monrovia Schools: Apple Core, Buying Bucks From the Fed, Outsourcing Computers

A few items on the July 11, 7 p.m. School Board meeting:

~ Monrovia School District staff, recognizing that the Apple iPad is a "core" (sigh) digital device, will be participating in the Apple Developer Program, which will let the school develop its own apps for the device. Assuming the board approves, it'll cost a big $250. http://goo.gl/TpAE8

~ The board will consider a contract with CSM Consulting to help the district get bucks from the federal government. According to the staff report, the company will cost the district $15,000 a year but has "traditionally provided the District about $250,000 annually in federal funds for Internet, telephone and network services." http://goo.gl/6RYZI

~ It will also consider outsourcing the district's computer servers, for $51,093.57, to Cache Valley Electric Company of Utah "to improve performance, dependability and reduce operational costs of our network services." http://goo.gl/A87wy

I think it is under new management as last time I was here it was sooo dirty (chocolate shake all over the floor that nobody bothered to clean). Now it's clean. Monrovia Fire Department iPads | 'Off-Myrtle'

~ The Monrovia Fire Department will be buying iPads (thanks to a grant) that it will use for - among other things - fire inspections. "Instead of manually filling out forms to be later input into a database, all of the business information is updated electronically and automatically uploaded to the database."

~ City Manager Laurie Lile wants you to notice not only the businesses along Myrtle, but also the "Off-Myrtle" businesses, the "many great restaurants, shops and services on Walnut, Olive, Colorado, Lemon, Lime and Palm."

Monrovia Hillside Recreation/Preservation Area May Open in January

I am curious about what is happening about opening up the Hillside area (the preservation/recreation area the city purchased in the foothills), so I asked Monrovia's Director of Community Services, April Soash. Some questions and answers:

So, what's up with the Hillside area?

Currently staff is working with contractors to design the signage and gates for the various access points. The official opening of the access points will be once the gates and signage are in place. The timeline for the signage is approximately September for the design phase to be completed, then the signs will go into production. Each access point will be opened when all the work is completed, so some may open sooner than others.

Will the signs just be at the trailheads or will there be signs at various points on the streets directing people to the trailheads?

Per the minimalist plan adopted by city council the signs will only be located at each one of the access points/trailheads and along the trail where necessary to note information on the endangered species of Braunton’s Milk Vetch.

Roughly how long after the signs are designed will they be manufactured and installed?

Staff is estimating by January 2013 everything will be in place.

Is any parking being added (or subtracted - by posting No Parking signs) around the trailheads?

The City Council adopted the minimalist plan which did not include any new parking and it did not include any directive for no parking signs.

Monrovia Police: Ex-Girlfriend Threats, Armed to the Teeth, Stolen Car

During the last seven-day period, the Police Department handled 488 service events, resulting in 66 investigations.

Grand Theft Auto – Suspects Arrested
July 2 at 12:37 p.m., an officer was dispatched to a residence in the 100 block of West Duarte Road to take a stolen vehicle report. A 1997 Honda Accord was stolen from the residence sometime between 7:25 and 11:18 a.m. The West Covina Police Department made a traffic stop on the vehicle and found three occupants inside. While investigating, they were able to establish that the vehicle did not belong to the occupants. They contacted the victim, who confirmed the vehicle was in fact stolen. The suspects were arrested.

Criminal Threats
July 2 at 2:33 p.m., a male subject who lives in the 900 block of West Colorado called police to report he was being threatened by his ex-girlfriend. She left a recorded message in which she stated she was going to kill him. The investigating officer was able to listen to the message. The victim desires prosecution and said he feels threatened and is fearful she will make an attempt to harm him. A wanted person entry was made in the system for the suspect. Investigation continuing.

Attempt Robbery
July 4 at 10:56 p.m., an attempt robbery was reported in the 100 block of Fig. A male victim was leaving his girlfriend’s house when he was confronted by a male, African-American suspect who asked him for money. When the victim said he did not have any money, the suspect began grabbing at the victim’s pockets. The victim hit the suspect several times. The suspect continued trying to reach into his pockets and the victim was hitting his hands away when the suspect grabbed hold of the victim’s left hand and bit him. The victim yelled out to his girlfriend, who came over and hit the suspect several times until he let go of the victim’s hand. The suspect then left the area walking south to Central and out of sight. The victim was treated at a hospital for his injury. Investigation continuing.
