Monrovia's Assemblyman Attacks Another Fee/Tax

Assemblyman Tim Donnelly, who represents part of Monrovia, has co-authored a bill to repeal $150 state fees on rural residents instituted last year. Donnelly said it is not a "fee," but a "tax" that violates the requirement that taxes be passed by a two-thirds majority. http://goo.gl/iJB4V
