I agree with Brown on few things, but one is RDA's. I believe the line item and funding should be eliminated rather than used to pay off Brown's debts to state employee unions. The history of RDA's is rife with failure and silliness, whatever one thinks about Monrovia, and there is no reason at all for municipal governments to play property developer iwth RDA money, tax deals or anything else. There is a blatant conflict of interest between the egos and expertise of mayors and city councils and their access to other people's money via the state. The signal failure in New London CT on the Kelo decision (New London won the case and lost the war...the property the city savants took by eminent domain remains barren. Their "client" walked on them.).I am really non-plussed that Mary Ann is "annoyed". How are things that annoy Mary Ann important to citizens here? Her emotional state is up to her. Does she care what annoyed me today? No, and I would hope she doesn't worry about it. If it relates to the City, I will contact someone and figure it out. And what is her plan to retire the current debt facing the city? Let's forget about new spending, and consider how to repay what is already owed The likelihood is that interest rates will have to spike upward, making rolling over the debt very problematic and something she and the City Council better plan now for. Looting the RDA and booking a debt into the General Fund is not going to work and may well expose Mary Ann and the City to legal liability. Don't tell me it won't happen here, either. Enough cities have done exactly that in making up deficits they hope to pay back.Oh, and plan for a further reduction in the tax base when AB 32 comes to full flower.
