The top picture is a bridge in the debris basin, not the basin itself. A debris basin is a dam that is often used in areas where there is flash-type flooding, such as here. When the rains come and the ground gets soaked, any more rain instantly runs off. It all comes rushing down, bringing mud and rocks and trees and junk with it. A debris basin catches most of this junk and has to be cleaned out every once in a while.
