Dam North of Monrovia Appears Low on Water

Cogswell Dam seems a bit low on water.

I took some pictures this weekend of the water level in Cogswell Dam - in the West Fork of the San Gabriel River in the mountains just north of Monrovia. The water appears to be way low.
